Short Term Consultant – Senior Investment Climate specialist

Based in Nairobi, Kenya

The Investment Climate Advisory Services team is looking for a Short Term Consultant (STC) to be located in Nairobi.

The STC will be expected to:
  • Develop and implement reforms in the upstream regulatory and business environment for the power sector (grid and off-grid) in the following topics;
  1. Removing constraints/entry barriers
  2. Economic Regulation
  3. Licensing
  4. Investment Incentives
  5. Investment Generation
  • Develop collaborative partnerships with all other World Bank Group teams in country involved in the power sector in client countries (IFC Investment hub in Nairobi, Bank SD, Bank FPD, and other IFC Advisory Services) to ensure coherence of interventions and synergies with other WBG activities in the sector;
  • Actively collaborate with the Investment Climate PPI team at HQ to ensure optimal client response, knowledge generation and dissemination of best practice across countries and regions;
  • Act as a liaison on infrastructure regulatory issues internally with other parts of the World Bank Group with an interest in this topic and externally with government and private sector.
The consultant will be working with staff in Nairobi and with a global “Private Participation in Infrastructure” (PPI) product team in Washington.

Requirements
  • Masters degree in Economics, Law, Engineering, or Business and at least 8 years professional experience in the area of regulation of infrastructure, in particular energy sector;
  • Proven ability to interact with clients at a senior level;
  • Excellent communication and partnership skills. Utilizes negotiation skills and deals sensitively in multicultural and matrix environments; works well across boundaries and finds creative solutions to get different parties to work together;
  • Fluency in English is essential; French is desirable (but not required)
