Senior Procurement Officer Job in Kenya

The Authority is seeking to recruit qualified Kenyan citizens to fill the following position:
Senior Procurement Officer
Ref: No. PO/03/11
Department / Section:Procurement Office
Reports To: Chief Procurement Officer
Job Purpose: Follow through the procurement processes and allocate work to the Procurement Officers.
Kenya Civil Aviation Authority (KCAA) is a State Corporation under the Ministry of Transport.

Scope of work / duties / responsibilities
§  Prepare, advertise and distribute procurement documents (invitations to tender, expressions of interest, notices of awards etc)
§  Maintain and update a register of all awarded contracts in order to monitor payments, track expiry dates and advise user departments appropriately.
§  Maintain and safeguard procurement documents
§  Prepare and issues rejection letters
§  Participate in the evaluation of tenders, quotations and notices
§  Allocate work to Procurement Officers
§  Act as Secretary to the procurement committee
Qualifications
§  A Bachelor’s Degree in relevant field such as supplies management, business administration, commerce, economics from a recognized University
§  Final Diploma in Supplies management(Chartered Institute of Purchasing and Supplies or from a Government Training Institute)
§  Member of the Kenya Institute of Supplies Management
Experience
§  5 years experience in procurement activities in a busy procurement office, preferably in the public sector.
§  Experience in World Bank funded procurements will be an added advantage.
Knowledge and skills
§  Knowledge of the public procurement & disposal regulations
§  Good understanding of the various procurement needs of different functional areas and departments
§  Ability to follow through procurement procedures accurately and timely
§  Supervisory skills, delegating and monitoring work of subordinates
§  Good communication skills to maintain good relationships with user departments
§  Computer literacy
