Senior Human Capital Officer – Recruitment and Planning Job in Kenya

The Authority is seeking to recruit qualified Kenyan citizens to fill the following position:
Senior Human Capital Officer – Recruitment and Planning
Ref: No. HR/4/11
Department / Section: Human Resources
Reports To: Chief Human Capital Officer – Recruitment, planning, Training and development
Job Purpose: To participate in the review and updating of the organization structures, manpower plans, monitoring and evaluating the recruitment and succession management process
Kenya Civil Aviation Authority (KCAA) is a State Corporation under the Ministry of Transport.

Scope of work/duties/responsibilities
§  Initiate, plan coordinate and oversee all staff recruitment; selection, placement; succession; retention and separation plans.
§  Develop Organization’s HR Plans in consultation with the Chief Recruitment and planning
§  Liaise with line managers in updating departmental structure, job descriptions and staffing levels
§  Process recruitment requisition in liaison with the user departments
§  Process information for selection advisory committee, disciplinary committee and staff interview panel,
§  Coordinate with line managers on the development and implementation succession plans.
§  Coordinate with Senior Human Resource Officer Training and Development to plan for appropriate manpower development programs
§  Implement staff rationalization strategies and optimal staffing plans to ensure operational efficiency.
§  Maintain an integrated employee database system.
§  Perform any other duties assigned by the Chief – Human Capital Officer, Recruitment, planning, Training and development.
Qualifications
§  A degree in Human Resources Management or related social sciences such as Business Administration; Organizational Development and Management, or Labour Management from a recognized university.
§  A Post Graduate Diploma in Human Resource Management
Experience
§  2 years experience in HR in a comparable and reputable organization
§  Generalist HR background is an added advantage
Knowledge and skills
§  Knowledge of Labour Laws
§  Knowledge of trends in the labour market
§  Ability to prepare recruitment, retention and manpower plans
§  Working knowledge of HR management information Systems
§  Good interpersonal and communication skills
§  Proficiency in office suite and desktop publishing tools
