The Authority is seeking to recruit qualified
Kenyan citizens to fill the following position:

Operations Department
Job
Purpose: Plan and direct the activities of Flight Operations to
achieve a coordinated approach to policy formulation, inspections and
surveillance duties.
Scope
of work / duties / responsibilities
§ Prepare and implement the department’s operational plan and
budget to achieve targets in line with the KCAA’s strategic plan.
§ Develop and propose policies, standards, regulations and
legislation to ensure that the regulatory framework of the KCAA is aligned and
compliant with ICAO annexes and recommended practices, as well as other
regional and international conventions of which Kenya is a member State
§ Approve aviation certificates as appropriate.
§ Work with the legal services to propose/draft appropriate
legislations and regulations relevant.
§ Work closely with Internal Audit and Quality Management
department to ensure good governance and practices in the department and
effective implementation of inspection, surveillance and licensing processes.
§ Work closely with human resources department to plan
man-power requirements in the department.
§ Review and approve inspection guidance material, manuals and
procedures.
§ Advise and guide management and the Industry on the
interpretation and application of aviation safety standards and regulations.
§ Provide job descriptions and assigns duties to all staff in
the department.
§ Conduct regular performance reviews of staff in the
department to determine training and development needs and ensure the highest
standards of performance and conduct are being adhered to.
§ Work closely with other departments as may be necessary
§ Review and approve reports and recommendations/rejections for
certifications and licenses.
§ Coordinate as necessary with the SSP Coordinator and
implement State Safety Programme pertaining to ANS and aerodromes
§ Coordinate and liaise with other departments as may be
necessary.
§ Enforce the relevant Civil Aviation Regulations and recommend
appropriate actions.
§ Perform other duties as may be assigned by Director, Aviation
Safety and Security Regulation.
Qualifications
§ Airline Transport Pilot’s License (ATPL).
§ Type rating on at least two aircraft types in the Kenya register
above 5,700kg one of which must be a heavy aircraft type.
§ Training in management or leadership.
§ Government Flight Operations Inspectors training will be an
added advantage.
§ Safety Oversight Course will be an added advantage.
§ A Masters degree in an aviation related field will be an
added advantage.
Experience
§ At least five years experience in senior role in the aviation
sector.
§ Proven experience in financial accountability and people
management.
Knowledge
and skills
§ Knowledge of ICAO standards and recommended practices,
documents and Kenya civil aviation regulations,
§ Knowledge of ICAO safety audit and safety management
programmes.
§ Knowledge of trends in the sector and other CAA’s, with an
ability to benchmark practices for continuous improvement.
§ Strong people management skills, with the ability to guide /
correct the performance of others.
§ Ability to plan and budget for scarce resources, human or
otherwise, to achieve targets.
§ Written and verbal communication skills.
