The Kenya National Commission on Human Rights is an independent National Human Rights Institution established through the Kenya National Commission on Human Rights Act, 2002.

It is the State’s lead agency in the promotion and protection of human rights.

The Commission fulfils its human rights mandates through a number of strategies, including Policy, Research and Legislation, Human Rights Education, Complaints and Investigations, and exercise of quasi-judicial powers.

The Commissions’ main office is in Nairobi and currently it has two regional offices in Wajir and Kitale.

Officers may serve in the Head Office or in any of the regional offices.

The Commission is inviting applications for the following positions:

Regional Outreach Officer

Ref:

Reports To:
 Deputy Secretary

Location:

Duration:
 1.5 year contract

Salary range:
 Kshs 68,467 - 96,029

Purpose:
 Day to Day coordination of the Regional Offices and outreach work of the Commission

Key duties and responsibilities:

  • Act as a liaison between the KNCHR regional offices and the head office departments, including timely communication and feedback
  • Provide quality control for agreed programs including monitoring the budgets and work plan implementation of regional offices
  • Support the creation and management of strategic partnerships in the regions with both state and non state agencies, develop effective methods of collaboration and networking
  • Assist and coordinate regional offices in conducting relevant surveys to assess program implementation in the regions
  • Coordinate in the implementation, monitoring and evaluation of agreed work-plans and indicators for the regional offices
  • Convene and participate in quarterly monitoring and review of regional offices and network of partners
  • Prepare and submit quarterly reports on the activities of the regional offices and ensure flow of information
  • Identify staff training needs and stakeholders capacity in the regions for effective implementation of the program and increased public participation
Skills, Experience & Academic Qualifications
  • A degree in law or social sciences
  • Three years’ experience with at least two years in project management or field agency coordination
  • Prior experience in managing a functional level in a large and busy environment and in cross cultural work experience
  • Good understanding on human rights issues
  • Very good report writing and presentation skills
  • Good organizational and analytical skills
  • Good communication and interpersonal skills
  • Flexibility and adaptability for extensive local travel
  • Excellent computer skills in computer packages such as MS Office Excel, PowerPoint, MS Work and MS Access.
Human Rights Officer 1

 Principal Human Rights Officer/ Head of Regional Office

Location:
 Wajir regional office - 1 position and Kitale regional office -1 position

Duration:
 1.5 year contract

Salary Range:
 Kshs 63,988 - 89,746

Purpose:
 To undertake investigations on human rights violations.

Key duties and responsibilities:
  • Assist in designing and implementation of region-specific actions to protect and promote human rights in the region of operation
  • Assist in coordination of development, implementation, monitoring and evaluation of the annual operational plan for the Regional Office.
  • Assist in providing leadership to the development of budgets for the Regional office, including budget tracking and monitoring, and reporting on financial expenditures
  • Assist in preparing and submitting quarterly, annual and special reports on the activities of the regional office and ensuing flow of information
  • Conduct regional conflict monitoring (through collaboration with relevant local and national state and non-state actors) and ensure effective flow of information for informed and quick response
  • Assist in facilitation of staff and stakeholders/community capacity building in the region
  • Assist in maintaining partnerships with government, media, CBOs, NGOs etc in the region.
Skills, Experience & Academic Qualifications

Human Rights Officer I - Research & Compliance

Reports to:
 Principal Human Rights Officer – Research & Compliance

Purpose:
 Contribute to the achievement of assigned outputs in the Research & Compliance
Department which aide in framing and informing the human rights discourse

Location:
 Head Office, with occasional field travel

Salary Range:
 Kshs 63,988 - 89,746

Duration:
 5-year contract

Key duties and responsibilities
  • Provide support in coordination of the Commission’s work relating to international treaty obligations
  • Coordinate and organize meetings, conferences, workshops, debates, field studies and other relevant programmatic work
  • Undertake assigned research duties, prepare and edit research reports and design strategies for the implementation and dissemination of research findings
  • Liaise with the relevant government departments on the Commission’s findings on various KNCHR research reports
  • Represent the commission at various meetings and fora and keep the Commission informed on matters of interest to it
  • Contribute to the review of bills, policies and legislation with a view to infusing human rights principles
  • Perform such other tasks as may be assigned by the commission from time to time

Human Rights Officers II

Location:

 1.5 year contract

Salary Range:
 Kshs 43,657 - 61,231

Purpose:
 To manage and process complaints from petitioners.
  • Assist in the operationalization of an effective complaints management/handling and referral system
  • Process day to day complaints lodged at the regional office, including maintenance of complaints files and records
  • Maintain the complaints database for the regional office, including assisting in the development of quarterly complaints reports and trends analysis for the region.
  • Assist in conducting field investigations on identified or reported human rights violations, and the development of field investigation reports.
  • Assist in conducting human rights clinics in the region for outreach purposes.
  • Liaise with relevant government and civil society agencies in the region for effective complaints handling and investigations.
  • Establish local contacts and networks for effective complaints handling and referral

Accounts Assistant

Main Purpose of the Job

The position provides accounting support to the regional offices in the preparation of the various finance reports, accounts and reconciliations.

Key Duties & Responsibilities
  • Provide accounting support in the preparation of the various finance reports, accounts and reconciliations
  • Ensure integration of financial data of the financing agreement into the system of KNCHR in view of strengthening transparency and oversight
  • Assisting in the preparation of accounts and reports as requested by the agreement
  • Assist in preparation of final accounts
  • Prepare all financial communication to be made on this agreement
  • Reconciling bank statement and cash book
  • Reconciling staff imprest accounts
  • Passing monthly journal voucher
  • Any other duty as may be assigned by the supervisors.
Person Specification
  • A Diploma in a relevant field
  • 1-year relevant work experience
  • CPA I ACCA I
  • Computerized accounting Prevailing Government financial and accounting system IFRS, IAS, TAX,
  • Knowledge of Financial Management, Public Procurement regulations;
  • Wide knowledge of accounting and taxation
