Position: Partnership Administrator

Line Manager: Partnership Coordinator

Location: Based in Nairobi with frequent travel to field sites (30% in the field)

Duration: 1 year with possibility of extension

Solidarites International, PISP and VSF-G formed a partnership to respond to an EC Water Facility call for proposals on behalf of vulnerable populations in Northern Marsabit.

The objective of the EC Water Facility is to help achieve the water and sanitation MDGs, in particular to halve by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation.

The project will cover 3 large and newly created administrative Districts of North Horr, Chalbi and Loiyengolani. The region is extremely remote and has long been neglected in terms of infrastructure development and service delivery by Government of Kenya agencies and international organizations/agencies.

1/ Objectives of the position:

The objectives of this position include overseeing and managing, jointly with the three partners, budget for the partnership, ensuring financial reporting and doing all accounting required. 

2/ Hierarchy
  • This position is under the authority of the Partnership Coordinator;
  • This position will have a functional reporting to the SI Administrative Coordinator on all administrative technical aspects and reports;
  • This position will work in close relationship whit the administrators from all three partners;
3/ Key responsibilities

Without being limitative, the key responsibilities of the position include:

On budget management
  • Responsible to receive and compile the monthly BFU (Budget Follow Up) from each partners, in the validated format), on time.
  • To analyse the donor rules (flexibility on different chapters), make recommendation and ensure compliance with donor regulation.
  • To send, on time, to SI Administrative Coordinator the compiled BFU with analysis and recommendation.
  • Responsible to forecast expenditure for consortium budget and update the follow up on a monthly basis.
  • To update the co funding plan for each partner.
  • Prepare answers to donor queries on budgets and financial reports.
On reporting
  • Responsible to receive and compile the yearly financial reports from 3 partners (in the donor format) on time.
  • To send to SI Administrative Coordinator the compiled Financial Report.
  • Responsible to receive and compile the amendment propositions from 3 partners (in the donor format).
  • Make follow-up on cash request from Consortium Members and manage cash requests/reconciliation with agencies and the filing of these documents.
  • Responsible to compile periodic inventories (stock and fixed assets).
  • Keep all records in an appropriately and logically labelled filing system.
On accounting
  • Ensure the filling of accounting files are properly filled and available for audit.
  • Responsible to received monthly expenditures list from the three (3) partners on time
  • Identify, on monthly basis, for all three (3) partners, panels of invoice to be thoroughly checked.
  • Conduct, on a monthly basis, the check of panels of invoices to ensure donor compliancy and that all procedures are respected (invoice, purchase file, contracts, etc…) and report to the Partnership Coordinator and the SI Administrator Coordinator.
On consortium meeting
  • Responsible to explain financial situation of the grant.
  • Responsible for secretary.
On training
  • Responsible to provide adequate support to each partner according to the identified lacks (accounting, budget management, reporting, etc…)
4/Qualifications and experiences requested

Education:
  • University degree in accounting, administration and/or other relevant degrees.
Experience:
  • Minimum 3 years experience in accounting for international NGOs
  • Previous financial project management experience with EuropAid
  • Previous experience on donor compliancy
  • Previous experience as auditor is an advantage
  • Very good knowledge of EuropAid financial and funding regulations and procedures
  • Good knowledge of Europe Aid financial reporting.
Languages:
  • English
Computer skills:
  • Very comfortable with Excel software.
