Vision 2030 Delivery Secretariat Procurement Officer, ICT Manager, Records Officer and Office Assistants Jobs in Kenya

The Kenya Vision 2030 Delivery Secretariat (VDS) is charged with spearheading the implementation of the country’s new development blueprint and strategy towards transforming Kenya into a newly industrializing ‘middle-income country providing a high quality life to all its citizens by the year 2030’.

VDS is now seeking smart, energetic, personable, warm, enthusiastic “can do” attitude and experienced staff to work with our fast-paced management team to fill the following positions on three (3) year contracts renewable upon satisfactory performance.

1. Procurement Officer
(Re-Advertisement)

Reporting to the Assistant Director - Finance, Administration & HR, the Procurement Officer shall:

Core duties and responsibilities
  • Prepare tender documents in liaison with the user departments and participate in the evaluation of Tenders, Proposals, Quotations, etc.
  • Issue Procurement and Disposal documents to candidates (suppliers), in accordance with the Act and the Regulations and co-ordinate the receiving and opening of Tenders/prequalifications, RFP, Quotations
  • Maintain and update annually standing lists of pre-qualified suppliers
  • Offer advisory services to user departments for effective and efficient implementation of the procurement plans.
  • Maintain proper procurement records to ensure adequate audit trail, prepare reports (Purchase Returns) i.e. for submission to the PPOA.
  • Raise LPOs and LSO’s, conduct periodic and annual stock taking.
Minimum Requirements:
  • The candidate must have a Bachelors degree in Procurement (Supply Chain Management/Purchasing & Supplies Management), Business, Commerce, Economics or equivalent from a recognized University;
  • possession of Masters Degree will be an added advantage;
  • at least Six (6) years relevant work experience preferably in a Public Sector Institution;
  • Professional qualification in Purchasing & Supply;
  • Membership to the Chartered Institute of Procurement and Supplies (CIPS) or the Kenya Institute of Supplies Management (KISM) or any other relevant professional body.
2. Information Communication & Technology (ICT) Manager

Reporting to the Assistant Director – Vision Flagship Information System, the ICT Manager shall:
  • Develop and implement the Secretariat’s ICT Policy and procedures.
  • Design and manage the Local Area Network (LAN) and set up a database for centralized file/records management.
  • Design, develop and updating of the VDS website, install & configure operating systems, software, hardware and provide technical support to users.
  • Be in charge of ICT at the Secretariat, coordinating, monitoring and evaluating the ICT needs of the Secretariat, Project teams and Ministries to ensure support for the Vision 2030 and the Medium Term Plan (MTP).
  • Data analysis, information review and analysis of policies, procedures and systems of the Vision 2030 and MTP.
  • Developing, monitoring and evaluation of the framework and mechanisms guiding the Secretariat and Vision 2030 partners in assessing performance towards attaining the Vision 2030.
  • Providing technical input in the activities of the Secretariat partners in implementing the Vision 2030.
  • Developing and reviewing annual work plans, key performance indicators and monitoring and reviewing the Vision 2030 and MTP activities.
  • Providing regular feedback on the performance of the Secretariat and its partners in the implementation of the Vision 2030 and MTP activities and ensuring appropriate action is taken.
Minimum Requirements:
  • The candidate must have a Bachelor’s degree in an ICT related field (Computer Science, Computer Technology or Information Technology, Mathematics with programming bias) from a recognized institution (a Masters degree in a relevant field will be an added advantage);
  • Six (6) years relevant work experience in ICT project management;
  • ICT professional certification;
  • skills in ICT networks (LAN/WAN), knowledge of content management systems, working knowledge of all Windows platforms for both PCs and Laptops;
  • Experience utilizing database platforms including open-source;
  • Experience implementing databases, stored procedures, partitioning, and data rollups;
  • Experience with database security, maintenance, disaster recovery, migration, and replication;
  • Experience building dynamic, consumer sites in HTML, CSS, and JavaScript.
3. Records Officer

Reporting to the Human Resources & Administration Officer, the Records Officer shall:
  • Be in charge of the Registry and Documentation Unit of the Secretariat.
  • Develop, implement and maintain a comprehensive Policy and Procedure manual for Registry management, Records management and the Archives Management Plan.
  • Develop and maintain a filing/classification index.
  • Ensure safe custody of all records, documents, files, letters etc within the Registry.
  • Oversee the maintenance of hardcopy records, filing and file movements within the Secretariat.
  • Manage archived information; facilitate access and retrieval of documents.
  • Manage the timely delivery of both internal/external and incoming/outgoing mail.
  • Conduct periodic records audit and organize document disposals as per the retention schedule.
Minimum Requirements:
  • The candidate must have a Higher National Diploma in Records and Archives Management (a degree in a relevant field will be an added advantage)
  • six (6) years experience as Records Officer or equivalent;
  • Sound knowledge of electronic records management systems;
  • Highly developed research skills;
  • Knowledge of relevant legislation, classification systems and general retention and disposal schedules;
4. Office Assistant (Clerical and Messengerial)

Reporting to the Human Resource & Administration Officer, the Office Attendant shall:
  • Distribute incoming mail from the Registry and perform dispatch duties as necessary.
  • Photocopy, scan, fax and print of documents according to office needs.
  • Provide messengerial services and run errands such as post office, bank, Bills, statutory payments (PAYE, NHIF etc)
  • Ensure office premises, furniture and equipment are properly managed and maintained..
  • Distribution of stationery and other office supplies.
Minimum Requirements:
  • The candidate must have a diploma in a Business Management or Office Management field;
  • Computer literacy with good keyboarding skills;
  • Two (2) years relevant work experience in an office setting;
  • Operating Knowledge of general office machines and telephone system;
  • Familiarity with internet browsing, group messaging and e-mail programs;
  • ability to maintain confidentiality and;
  • fluency in English.
5. Office Assistant (Kitchen & House Keeping)

Reporting to the Human Resource & Administration Officer, the Office Attendant shall:
  • Assist in making arrangements for in-house events such as meetings (arranging furniture, boards, and charts, stationary and re-arranging after completion).
  • Prepare and serve hot and cold beverages to staff and visitors.
  • Ensure sufficient clean drinking water is available for all staff.
  • Clean the kitchen and kitchen equipment/items and take care of the kitchen items
  • Report any defects or shortage of kitchen equipment and supplies and also assist in record keeping of all kitchen related expenditures.
Minimum Requirements:
  • The candidate must have a diploma in Housekeeping/Catering;
  • Computer literacy;
  • Two (2) years relevant work experience in an office setting;
  • ability to maintain confidentiality and;
  • Excellent communication skills with fluency in English.
