Human Resource Officer Job Opportunity in Rwanda

A holding company with 10 subsidiary companies operating in Rwanda and abroad is looking for a high calibre candidate for the position of Group Human Resource Manager.

The company is looking for experienced, self-motivated and a hardworking manager who should be able to work with minimum supervision. An attractive remuneration package is available based on experience, and potential contribution to the group.

Position:
 Group Human Resource Officer

Reporting to the Group Chief Executive Officer

The ideal candidate should be experienced in the areas of human resource management, training, and administration and organizational planning and should be able to work independently with no supervision.

This person must have strong leadership skills and well organized, flexible and embrace the challenge of managing a big group of diverse people with different back grounds.

The ability to interact with staff (at all levels) in a fast paced environment, sometimes under pressure, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality is crucial to this role. Expert level written and verbal communication skills, strong decision making ability and attention to detail are equally important.

The candidate must have
  • Bachelors Degree in Human Resource Management, Social sciences, Humanities, a Masters degree will be an added advantage,
  • 7 years experience as a Human Resource Manager in a reputable organization,
  • Excellent computer skills and proficient in excel, word, outlook, and access
  • Excellent communication skills both verbal and written
  • Demonstrated leadership and vision in managing staff groups and major projects or initiatives.
  • Excellent interpersonal skills and a collaborative management style.
Key responsibilities include:
  • Administer compensation, benefits and performance management systems, and safety and recreation programs,
  • Take a lead in identifying staff vacancies and recruit, interview and select applicants.
  • Allocate human resources, ensuring appropriate matches between personnel.
  • Develop, implement a performance monitoring system which will be a partial basis for workers’ remuneration and employment continuity;
  • Conduct training needs assessments; develop internal and external training programs to fill the training gaps in all portfolio companies.
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion and employee benefits,
  • Perform staffing duties, including dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures.
  • Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  • Work with Portfolio Human Resources Managers to plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems
  • Maintain employee records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and disciplinary actions.
  • Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices.
  • Plan, organize, direct, control or coordinate the personnel, training, or labour relations activities of an organization.
  • Prepare personnel forecast to project employment needs.
  • Oversee the evaluation, classification and rating of occupations and job positions.
  • Manage company assets and develop an effective fleet management system.
  • Any other duty as may be directed by the Group CEO
  • Languages – Must be fluent in English, working knowledge of Swahili or Kinyarwanda is added advantage but not a requirement.
