Education Sector Coordinator Job Vacancy in Nairobi

Education activities in Somalia are implemented based on differing priorities and agendas.

Ministry of Education officials are not fully able to coordinate or provide strategic direction to organizations implementing education programs.

Furthermore, there is a disconnect between operations in Somalia and the decisionmaking processes that happen in Nairobi. Improved coordination and communication is needed to improve the efficiency and effectiveness of education services and to strengthen the capacity of the Ministries of Education to provide oversight for such services.

The Education Sector Committee is led by two Co-Chairs. It has three working groups and two field-based committees. All members sign a Code of Conduct.

The European Commission, UNICEF and UNOPS/Somalia Support Secretariat have donated staff time, office space, equipment and stationary to support the Education Sector Coordinator to carry out his/her responsibilities.

Job Title: Education Sector Coordinator

Reports to:
 Education Sector Committee Co-Chair, liases with USAID and DAI

Job Location:
 Nairobi, Kenya, with regular travel to Somaliland and Puntland, Somalia

Contract Details:
 Part-time, 15 days per month

Start Date:
 July 2011

Timeframe:
 6 months, with the possibility of extension

Work permit:
 Must have a valid work permit to work in Kenya where applicable.

Job Purpose:
 The Education Sector Coordinator will play a lead role in coordinating education activities and resource in support of the Somali Ministries of Education.

By doing so, the Coordinator will facilitate informed strategic and program decision-making and prioritization for donor and agency support to the education sector, facilitate alignment with Somali administrations’ education policies and systems, and help harmonize approaches.

Main duties
 
  • Coordinate education activities and resources in collaboration with, and in support of, Somali education ministries.
  • Facilitate the implementation of the education sector strategy.
  • Strengthen communication with, and support coordination of, education sector committees in Somalia.
  • Strengthen linkages with the Education Cluster and other coordination bodies on crosscutting and other related issues.
  • Support efforts to mobilize funds for the education sector.
  • Carry out other tasks to support the Education Sector as required.
  • The Coordinator will develop a workplan within the first month of assignment. The workplan will provide clear and time-bound activities to successfully implement the objectives and outputs of the assignment, and should be based on the needs and priorities of the Education Sector Committee members. The workplan can be revised mid-term to reflect new developments.
Person specification:

Education:
  • Masters degree in education, social sciences, development studies or related fields.
Experience and competencies:
  • A minimum of 5-7 years in the education sector in development/post-conflict contexts;
  • At least 2 years in a coordination position working with a variety of stakeholders, such as host governments, donors, international and local organizations;
  • Demonstrated effective interpersonal and communication skills;
  • Proven management and organizations skills;
  • Fluency in both written and spoken English; knowledge of Somali language is an asset;
  • Advanced IT skills, especially in information management; and
  • Demonstrated cultural sensitivity.

This position is funded through DAI, a US based firm, implementing the Transition Initiative for Stabilization (TIS) program funded by USAID.

This is a program that responds to the complex crisis evolving in Somalia, Puntland, and the self-declared region of Somaliland; whose overall goals are to mitigate conflict, promote stability, reconciliation, and community cohesion; and to strengthen the relationships of business, citizens, and civil society with government officials.

TIS will focus on improving public service delivery, strategic communication, and community participation in local development. TIS will provide grants, equipment, technical assistance and training from Hargeisa , and will also have an operations support office in Nairobi.
