CARE International in Kenya is looking for a suitable individual to fill the following positions within its Community Savings and Loans (COSALO) and Banking on Change (BOC) Project based in Embu.
Reporting to the Project Officer, the Field Officer will work directly with the Franchisees, Faith Based Organizations (FBOs) and the Community Based Trainers (CBTs)/Village Agents (VA) to promote the Group Savings and Loan (GS&L) methodology.
The incumbent will assist clients to create a savings culture, determine credit needs, ensure prompt training delivery for effective savings mobilization, track loan portfolio performance, provide periodic portfolio information, closely monitor the quality of GS&L groups and trainings, and monitor the effectiveness and efficiency of each delivery channel.

Job Summary & Purpose:
The Field Officer – Community Managed Micro Credit officer works directly with the Franchisees, Faith Based Organizations (FBO s) and the direct Community Based Trainers (CBT s) /Village Agents (VA s) to promote the GS&L methodology, assist clients to create a savings culture, determine credit needs, ensure prompt training delivery for effective savings mobilization, track loan portfolio performance, provide periodic portfolio information and closely monitor the quality of GS&L groups and trainings offered by the Village Agents through the different delivery channels, plus pilo-testing the financial linkage within the area.
Tasks and responsibilities
Project Growth
·         Conduct rapid survey in collaboration with the Provincial administration to determine the GS&L training needs within area of assignment
·         Identify key partners in project implementation.
·         Identification and training of FBO s, Franchisees, and resourceful persons as GS&L Village Agents for GS&L implementations in their areas.
·         Through the CBT s/VA s initiate client contact and facilitate formation of Savings and Loan (GS&L) groups.
·         Closely supervise the CBT s/VA s in all the delivery channels in the areas of operation.
·         Conduct Community Sensitization on the Project concept and Mobilization of the members of the target communities for participation in the implementation of Banking on Change Project.
·         Conduct participatory Training Needs Assessment (TNA) of the participating GS&L group members.
·         Develop need-based capacity building plans and implement it to ensure self-management of community level project interventions
Undertaking the Project Implementation Activities in the area as may be assigned by the Project.
·         Use participatory approaches to facilitate community participation in the implementation of project activities at Location level.
·         Timely preparation of individual target-based Activity/Work Plans (DIP and monthly) and utilizing it for grassroots implementation of the project.
·         To make follow-ups and ensure that planned activities on GSL, Financial Linkages and women target are timely and effectively implemented.
Community Level Monitoring, Evaluation and Learning processes.
·         Timely preparation of concise Monthly Progress Report and submit to supervisor.
·         Provide regularly performance updates on all matters concerning the project activities to the supervisor.
·         Keep and maintain profiles of participating groups and information on all other community partners implementing the project. That is group membership (by gender) number of homesteads, number of households and saving portfolio and avail the same as to when required.
·         Collect and submit relevant data on BOC activities as specified in the project Monitoring Framework on monthly basis.
·         Monitor community members, groups and overall performance in regard to project implementation and use the M&E results in guiding the implementation to achieve the set project targets.
Maintenance of CARE-Kenya’s Resources and any other duties.
·         Ensure proper utilization and maintenance of the official CARE’s motorcycle
·         Proper utilization and accounting for project advances
·         Any other project activities as may be assigned from time to time.
Networking
·         collaborate with the GOK, Plan K, CARE staff and other development partners in the area of operation.
Delegated Duties
·         Perform any other duty as may be assigned by the supervisor.

1.    Spending Authority: None
2.    Supervision: Franchisees, FBO s & CBT s/Village Agents.
Contacts/Key Relationships:
·         Project Officer – Technical Guidance, Support and Supervision.
·         Project Manager – Consultations, guidance and supports on the Project and staff capacity development issues.
·         Community members and the respective leaders – implementation and collaboration, respectively.
Working Conditions:
The position is based at Mbeere South District.
The work involves frequent and regular travel to the grassroots communities within the District and some other project areas.
You are required to ride a motorcycle on duty and the road conditions are usually rough prone to flush floods during raining seasons.
The area is inhabited by poisonous snakes at all times you will be provided with reliable riding gear and anti-snake venoms gels.
Qualifications:
Education: Bachelor Degree or Diploma in Community Development
Experience: At least 3 years relevant experience and/or several years of proven relevant Hand-on experience in NGO working environment at grassroots level.
Certificate: Minimum Diploma in Community Development
Competencies:
·         Community Mobilization and organization Skills
·         Facilitation and Report writing Skills
·         Skills in Computer Application
·         Motorcycle Riding skills and valid License
