Director of Technical Services Job in Kenya - FANIKISHA Institutional Strengthening Project

JSI Research and Training Institute, Inc., (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs, is currently recruiting for a potential Director of Technical Services for a program funded by USAID to strengthen the role of civil society to meet the health needs and social well being of Kenyans.

JSI is developing a proposal to submit to USAID to support its FANIKISHA Institutional Strengthening Project. If awarded to JSI this project will be five-year effort, scheduled to begin in August 2011.

The objective will be to strengthen technical competence and organizational capacity of national civil society organizations and/or networks and to develop and implement models to expand health service delivery in hard-to-reach areas.

Overall Responsibilities:

JSI is seeking a dynamic, competent and highly motivated person to provide general management and technical assistance to a civil society capacity building public health project based in Kenya and to directly supervise technical assistance providers and specialists. The position will report to the Chief of Party.

Specific Responsibilities:
  • Serve as a senior member of the JSI team responsible for the provision of technical assistance to partners;
  • Supervise technical staff based in Nairobi;
  • Construct and coordinate the technicaj assistance visits to partners and CSOs;
  • Delegate the responsibilities among staff for responding to partners' ongoing TA requests and short term technical assistance needs;
  • Manage and maintains monthly and quarterly technical assistance plans for the project
  • Supervise review of partner documents (annual work plans, semi-annual reports, country operational plans / reports etc);
  • Participate in the development of project annual work plans and semi-annual reports;
  • Contribute to project strategic planning;
  • Supervise the logistics of project trainings and retreats;
  • Represent project in meetings as required;
  • Provide direct technical assistance to partners as required; and
  • Serve as Acting Chief of Party as needed.
Qualifications:
  • Strong managerial, organizational, supervisory and problem solving skills;
  • Professional experience with health programs funded by USAID;
  • Experience with public programming and with USG government efforts, including PEPFAR and the Global Health Initiative;
  • Experience in the provision of technical assistance and capacity building support to non-governmental organizations;
  • Solid understanding of USAID policies and regulations;
  • Advanced degree in public health, management, public policy, business or related fields or significant project management experience;
  • Experience in the design and implementation of capacity building (management and technical), preferably in public health (eg. HIV, nutrition, family planning, maternal and child health);
  • Technical expertise in one or more programs areas;
  • Over five years of management experience;
  • Knowledge of or ability to quickly grasp JSI management and quality assurance systems; and
  • Strong interpersonal and communication skills.
