Terms of Reference for Consultant to Manage and Coordinate Activities Leading to the Establishment of the SSRA
On 7TH January 2011, H.E. the President of the Government of Southern Sudan signed the Southern Sudan Roads Authority Provisional Order, 2011 (Act) for the establishment of the Southern Sudan Roads Authority (SSRA).

The Provisional Order spells out that the SSRA ‘shall have responsibility for the management, development, rehabilitation and maintenance of all Inter-state and International Roads in Southern Sudan and Road development in war–affected areas as may be directed by the Minister’ of Transport and Roads.
The Ministry of Transport and Roads, with the support of USAID through the Sudan Infrastructure Services Program (SISP) implemented by the Louis Berger Group (LBG) Task Order 8, has embarked on a series of activities aimed at the establishment of the SSRA in the shortest time possible. LBG now wishes to hire/retain the services of an experienced consultant on a short term/intermittent basis, to support a team that will be tasked to ensure the establishment of the SSRA.
Objective of the Position
The objective of this position is to effectively and efficiently prepare deliverables identified in the Work Plan including but not limited to a SSRA Organization Chart, SSRA Implementation Plan, SSRA Budget, providing guidance to the Board of Directors, and asset transfer as set forth in the Provisional Order.
Description of the Position
Working closely with MTR, USAID, TO8 and other stakeholders, the Consultant will be responsible for managing various teams in developing appropriate administrative structures for the SSRA. Other STTA experts will be hired as necessary to assist in the implementation of the multiple tasks but it will the responsibility of this consultant to ensure proper and timely development of a road map for delivery of a functional SSRA.
Key Responsibilities
·         Develop SSRA Interim Implementation Plan to ensure fast-track setting up of the SSRA.
·         Develop and or refine an administrative structure for the SSRA and present to the Board of Directors. The Consultant will work closely with the Board and/or other stakeholders to develop set targets, timelines and deliverables.
·         Manage a team of other consultants, MTR staff and or other stakeholders and engage them in discussions to ensure that all task activities for the roll out of SSRA move smoothly and on time.
·         Identify key positions and, working with the HR consultant
1.    Working with the Board of Directors and Initiate a transparent recruitment process for Directors and other SSRA Staff for the same.
2.    Ensure the development of policies and operational manuals for the HR function of SSRA in accordance with requirements in the SSRA provisional Order.
·         Develop Year-one budget for the SSRA for presentation to the Board of Directors in time for submission to Parliament. Development indicative out-year budgets.
·         Assess existing assets for TO8 and the MTR Roads Authority Facility and recommend new procurements as necessary to operate and manage the SSRA.
·         Carry on any other duties assigned by TO8.
Required Qualifications and Experience
·         Candidate must possess a Bachelor’s degree in Civil Engineering and must be registered with an internationally recognized engineering professional body.
·         The ideal person must have at least 15 years of hands on experience in managing a Roads Authority or similar organization/institution and or having been involved at a high level in setting up a roads authority preferably in Africa.
·         Have experience in developing and managing systems for an organization including but not limited to financial, HR and administrative systems.
·         Excellent presentation and report writing skills
·         Excellent IT Skills and ability in using MS office programs and MS Projects
·         Must have the ability to interact with different stakeholders at all levels.

This is a short term assignment for a maximum of six months. The candidate must be prepared for immediate
