Organization Structure Review Job Evaluation & Exercise

The Retirement Benefits Authority (RBA), established pursuant to the provisions of the Retirement Benefits Act (1997), is a customer focused organization that prides in its service delivery.

RBA aims at ensuring Kenyans in their working life save for their retirement, and that those who have retired access their entitled retirement benefits on a timely basis. The Authority hopes to achieve this by creating an enabling environment for the development of the retirement benefits industry.

To enhance productivity, the Retirement Benefits Authority intends to commission a reputable Consultancy Firm/Organization or a consortium of Firms to carry out a comprehensive Job Evaluation & Organization Structure Review exercise to align its operations to the new Constitutional dispensation and Vision 2030.

The exercise will cover all jobs in the Authority.

The outcome of the exercise will enable the Authority to determine the comparable worth of jobs and facilitate development and implementation of a harmonized pay policy, the results of which will be used as a basis for review of grading structures and salary/Compensation structures in the Authority.

The objective of the evaluation assignment:

The principal objectives of the whole exercise is to evaluate all the jobs in the Authority and determine their relative worth; and produce rationalized, harmonized, defensible and equitable job – grading structures.

The assignment will be undertaken in close liaison with a team from the Authority.

The works will involve:
  • The preparation of a concept paper, drawing upon comparable International Best Practices;
  • Developing a strategy paper/ handbook based upon the Authority’s considered response to the concept paper. The strategy paper should provide a detailed guideline to the approach adopted for undertaking the Job Evaluation exercise; define the methodology used and instruments to be used in the exercise; provide a work plan on implementing the Job Evaluation results; identify training needs required to undertake the exercise; and identify any necessary preparatory work that must be completed prior to commencing the Job Evaluation exercise;
  • Undertaking a training programme on Job Evaluation for the core team of officers to enable the Authority build capacity and capabilities to successfully undertake the implementation of the Job Evaluation Report. The Training should include in-depth instructions on the use and analysis of all instruments to be used in the exercise; and,
  • Undertake the Job Evaluation exercise in the Authority.
The Authority invites sealed bids from interested reputable firms to present their Expression of
Interest consisting of a cover letter and the following:
  1. A concept paper on Job Evaluation;
  2. An Inception Report on the assignments with detailed work plans;
  3. A Strategy paper or Handbook on a Job Evaluation programme; and Job Evaluation Report which will contain but not limited to details on Job Evaluation Results; and Job Analysis Results.
Mandatory Requirement/Eligible Consultants/Firms
  • Detailed Company Profile
  • Companies must have over five years experience in a similar project (attach evidence).
  • Provide a statement of capabilities and reference in a similar project undertaken over the last five years including a brief description of the project undertaken and reference letters for five projects undertaken from their clients (indicating the value of assignment).
  • Details of the qualifications of the Principal resource personnel to be deployed in the project must also be included including current CV’s and certificates acquired (please provide copies)
  • All the statutory requirements; Copy of certificate of registration, valid certificate of Tax Compliance, VAT, PIN Certificate, Certificate of Incorporation, etc.
Duration
  • The Job Evaluation exercise is expected to commence immediately after award and take two (2) months to complete.
Short listing

The relevant evaluation committee will evaluate and prepare a shortlist of firms to whom Request for Proposals shall be sent in compliance with the Public Procurement and Disposal Act.

The Authority will communicate to ALL bidders after the evaluation exercise.

Expression of interest should be delivered in a plain sealed envelope clearly marked RBA/EOI/JOBEVAL/140/2011 on or before 10.00 am, 28th January, 2011.
