Request for Expression of Interest: Undertaking of Job Evaluation in the Public Service
Preamble
The Government of Kenya has set aside funds under the Ministry of State for Public Service to undertake a Job Evaluation in the Public Service. The Government therefore, intends to apply some of these funds to commission a reputable Consultancy Firm/organization or a Consortium of Firms to carry out A Job Evaluation Exercise.
The exercise will cover Job Groups ‘P’ and above in the Civil Service and the equivalent levels in the Kenya National Assembly, the Judiciary, Kenya Anti-Corruption Authority and other selected Public Agencies.
The outcome of the exercise will enable the Government determine the comparable worth of jobs and facilitate development and implementation of an harmonized Pay Policy, the results of which will be used as a basis for review of grading structures and salary/ compensation structures in the Service.
Objective for the Job Evaluation Exercise:
The main objective of the Job Evaluation Exercise will be to evaluate six (6) Jobs in Public Service (excluding the Military) and other top level jobs in selected Public Service Agencies; determine their comparative worth; and produce a rationalized, harmonized, defensible and equitable job-grading structures.
The assignment tasks will be undertaken in close working collaboration with a team from the Ministry of State for Public Service and will involve:-
1.     Preparation of a Concept Paper, drawing upon comparable international best practices.
2.     Developing a Strategy Paper or handboook based upon the Public Service considered response to the Concept Paper. The Strategy paper should provide a detailed guideline to the approach adopted for undertaking the Job Evaluation exercise; define the methodology and instruments to be used in the exercise; provide a sequenced programme of actions on implementing the Job Evaluation Results; identify training needs required to undertake the exercise; and identify any necessary preparatory work that must be completed prior to commencing the Job Evaluation exercise.
3.     Undertaking a Training Programme on Job Evaluation for a Core Team of officers. This will enable the Public Service build capacity and capabilities to successfully undertake implementation of the Job Evaluation Report. The training should include in-depth instruction on the use and analysis of all instruments to be used in the exercise.
4.     Undertaking a Job Evaluation exercise in the Civil Service and selected Public Service Agencies.
Job Evaluation Output/Deliverables
The key expected outputs/deliverables of the Job Evaluation exercise will be:-
1.     The Concept Paper on Job Evaluation;
2.     Inception Report on the assignments with detailed finalized work plans;
3.     Strategy Paper or Handbook on Job Evaluation programme; and Job Evaluation Report which will contain but not limited to details on Job Evaluation Results; and Job Analysis Results;
Eligible Consultants/Firms
The Ministry of State for Public Service now invites bids from Consultants/Firms interested in providing the above service. Interested Consultants/Firms must provide a statement of capabilities and qualifications to undertake the exercise. Consultants may associate to enhance their capabilities.
Duration
The exercise is expected to take six (6) months.
Short listing
A shortlist of qualified consultants/firms will be compiled in accordance with the Public Procurement and Disposal Act and other relevant Laws. Only shortlisted consultants or firms will be contacted.
Written Expression of Interest must be sent by noon (12.00 p.m) to the following address by 14th January, 2011 or be delivered and dropped in the Tender Box located on 8th Floor, Harambee House.
