Trócaire Horn & East Africa Regional Office (HEARO) Job Vacancies

Trócaire Horn & East Africa Regional Office (HEARO) seeks to fill in the following 3 positions within its Regional programme.

Trócaire is the development agency of the Irish Catholic Church which works in solidarity with local development actors in over 30 countries throughout the world.

Trócaire works through local partners to implement programmes in the areas of Building Sustainable Livelihoods, Governance & Human Rights, Preparing & Responding to Emergencies, Responding to HIV/AIDS, Promoting Gender Equality and Demanding for Environmental Justice.

1. Country Representative -Somalia

The position:
 Based in Nairobi with occasional travel to Mandera and Somalia, the Country Representative will be responsible for providing leadership, management and strategic direction to Trócaire’s health, education and advocacy work in Somalia and aligning this work within the programming and advocacy agenda of the wider organization.

The role holder will represent Trócaire’s interests in Somalia, in particular liaising with stakeholders and working with the country, regional and HQ teams.

Competencies: Must have a postgraduate degree in Public Health, Development Studies, or a related field, coupled with at least five years’ management experience working with an international organization in the health sector, preferably in conflict or post-conflict situations.

Experience of managing operational programmes, good understanding and experience of project cycle management, budget management and a proven track record of securing donor funds and managing donor relationships in addition to strong writing, analytical skills and good security management skills are essential.

2. Advocacy and Grants Officer (Re-advertisement)

The position:
 Based in Nairobi, the Advocacy and Grants Officer will be responsible for coordinating Trócaire’s advocacy and grant management activities for Somalia. The position will work in close collaboration with the Country Representative, programme teams and advocacy and finance staff at country, regional and HQ levels.

Competencies:
 Must have at least a degree or its equivalent from a recognized university and a minimum of five years experience of working with an international organization.

Must have experience of managing advocacy work in in complex and politically sensitive environments, a good understanding of proposal development, project cycle and budget management and a proven track record of securing donor funds and managing stakeholder relationships.

Strong writing skills with ability to collate and analyze information are essential.

3. Assistant Finance Manager

The position:
 Based in Nairobi with occasional travel to various partners in the region, the position holder, in collaboration with the Regional Finance Manager, and other teams will ensure adherence to financial stewardship, internal control, promotion of good financial management practice and compliance with audit requirements for Trocaire regional programmes and partners.

The position comprises of day to day financial management support with special focus on partner assessment and development, audit coordination and follow up, proposal development and reporting for donor contracts.

Competencies:
 
  • Must possess a Bachelors degree in Finance or Accounting and a full accountancy qualification such as CPA-K, ACCA or CIMA with a minimum of 5 years experience in a similar role.
  • Extensive experience in financial management of EC and other institutional donor contracts, proposal review and development, management reporting, review and setting up internal control systems as well as carrying out audits of partner organizations.
  • Proven experience in use of financial management software (working knowledge of Agresso Business World an added advantage), strong analytical abilities, and ability to prepare concise and informative financial reports.
  • Good professional verbal and written communication skills.
Terms & Conditions

The initial contracts will be 1 year, with the possibility of renewal coupled with an attractive package.
