This position is responsible for coordinating all refugee processing operations activities at OPE Nairobi. This includes coordinating the workflow between departments, ensuring that OPE processing priorities and targets are met, and ensuring that OPE standard operating procedures are strictly followed.

The position directly supervises the Case Processing Manager and Field Team Manager, and works closely with the Chad Coordinator, Data Integrity Coordinator and Cultural Orientation Regional Coordinator. The position reports directly to the Deputy Director for Operations.

Core Functions:
  • Coordinate the deployment of operations staff and resources to ensure the timely flow of cases from submission to departure.
  • Ensure all refugee case processing functions strictly adhere to the DOS/BPRM Guidelines for the Treatment of Refugee Records and other USRAP, USCIS, RPC and OPE standards.
  • Coordinate with the Data Integrity Coordinator, OPE Staff Security Coordinator, and OPE Management to ensure the integrity of OPE case processing.
  • Develop, implement, disseminate and monitor standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa.
  • Implement and monitor policy changes announced by PRM, USCIS, RPC, and or the OPE management, and ensure compliance and accountability amongst OPE operations staff.
  • Directly supervise the Case Processing Manager and Field Team Manager.
  • Maintain effective relations with OPE implementing partners, including PRM, USCIS, IOM, UNHCR, RPC, and domestic voluntary agencies.
  • Oversee the implementation of OPE and CIS circuit rides throughout sub-Saharan Africa and work closely with the Circuit Ride Scheduling Supervisor, Case Processing Manager, Chad Coordinator, and Deputy Director for Operations to ensure that scheduling priorities are in line with PRM and USCIS guidelines.
  • Oversee the development and implementation of training modules for all operations staff, in coordination with the Data Integrity Unit, and ensure that all operations staff receives a thorough cross-training on different aspects of refugee case processing.
  • Coordinate departmental security responsibilities, meetings, and actions and liaise regularly with the Staff Security Coordinator.
  • Monitor staff time and attendance, performance, and training needs within the Case Processing Unit
  • Ensure CR locations are within accepted organizational security risk before CR team deployment
  • Ensure departmental SOPs are supported and in line with CWS/OPE Nairobi security policy, and that the Operations staff receives relevant security training
Position Requirements:
  • Bachelor’s Degree required, advanced university Degree preferred.
  • Thorough knowledge of the US Refugee Admissions Program and WRAPS database.
  • Minimum two years experience in a management position. Experience working overseas is preferred.
  • Ability to work and make decisions independently and contribute to overall operations at management levels.
  • Ability to manage a large and diverse workload under pressure with competing priorities.
  • Ability to maintain a high performance standard with attention to detail.
  • Ability to travel in Sub-Saharan Africa on short notice and often under sometimes difficult conditions to meet the demands of a dynamic operational program.
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of Church World Service / OPE Nairobi.
