Deputy Chief of Party, PEPFAR OVC Program Uganda

Position Summary: The Deputy Chief of Party (DCOP) is responsible for providing the technical direction for a large USAID/PEPFAR program serving orphans and vulnerable children (OVC) in Uganda. The DCOP will provide technical guidance and support in the sectors of OVC, HIV/AIDS, and livelihoods programming while coordinating with relevant stakeholders including the Government of Uganda and relevant ministries, the donor, and local partners as necessary.
Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.
Specific Duties and Responsibilities:
Formulate and guide the implementation of the project;
Manage all technical aspects of program implementation and direction,
oversee programmatic and monitoring and evaluation staff;
Contribute to the development of annual workplans and other planning documents;
Represent Pact and the project in relevant meetings with stakeholders, including
partners, donors, and government;

Provide high-quality technical guidance and support that is grounded in the
program's strategic objectives and adheres to expected technical quality and
reporting requirements;
Remain appraised of current good practices and developments in OVC programming,
in order to ensure program quality and impact;
Develop staff capacity and technical knowledge.
Qualifications:
Experience in a technical role for a complex or national program involving multiple actors;
A strong team player with excellent interpersonal skills and the ability to work in a
high profile, fast paced environment;
Ability to perform and prioritize multiple tasks;
Ability to provide the financial management and oversight necessary to successfully
execute a large-scale program;
Proficiency in word processing, spreadsheets and database skills;
Strong oral and written communication skills;
Demonstrated ability to manage local staff.
Education and Experience Requirements:
Master's degree preferred in public health or related field;
Five to seven years of relevant technical experience working on OVC and/or HIV programs;
Prior knowledge of and experience with USAID-funded health programs;
PEPFAR and Global Fund experience preferred;
Extensive knowledge of OVC, HIV and Health issues in Africa; Uganda-specific
knowledge preferred;
Fluency in English required.
