Request for Expression of Interest (EOI) for Consultancy Services for Socio-economic Surveys, Infrastructure Upgrading Plans, and Detailed Engineering Designs in Informal Settlements
Contract No. MH/KISIP/CS/003/2010-2011
1.The Government of Kenya has received a Project Preparation Advance from International Development Association (IDA) for the Kenya Informal Settlements Improvement Programme (KISIP) and intends to apply part of the proceeds of this Advance to payments under the contract for Consultancy Services for Socio-economic Surveys, Infrastructure Upgrading Plans, and Detailed Engineering Designs in Informal Settlements (Contract No. MH/KISIP/CS/003/2010-2011).
2. The consultancy services will cover 15 settlements in 5 municipalities. The settlements range in size from about 10 hectares to 288 hectares and have populations ranging from from 8,000 to 120,000 people per settlement, the infrastructure facilities to be covered may include access roads, unpaved and paved foot paths, street lights and security lighting, storm water drainage, solid waste management, water supply and sanitation, and public parks.
3. The services will include the following: (a) socio-economic surveys in the settlements, (b) preparations of infrastructure upgrading plans, (c) conceptual designs and feasibility studies for prioritized infrastructure, (d) detailed designs and tender documentation for prioritized infrastructure facilities; (e) Environmental Impact Assessment, Resettlement Action Plans, and Environmental Management Plans for the prioritized investments; (f) operations and maintenance manuals for the infrastructure investments, and (g) support KISIP team in the evaluation process for selection of contractors.
4. The Ministry of Housing through the Kenya Informal Settlement Improvement Programme (KISIP) now invites eligible firms to express their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (CVs, brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills, etc)
5. Firms may associate to enhance their qualifications.
6. Two consultancy firms will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004, Revised October 2006 and May 2010. Interested Firms may obtain further information at the address below from 0800 to 1700 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
7. Expression of interest shall be delivered on or before 26th November 2010 at 10:00 a.m. using one of the following modalities:
(i) depositing in the tender box located on 6th Floor, Ardhi House, 1st Ngong Avenue, Ngong Road.Nairobi, Kenya;
