Assistance to Micro and Small Enterprises Programme (ASMEP) Request for Consultancy

Background
Assistance to Micro and Small Enterprises Programme [ASMEP] is a Republic of Kenya initiative anchored within the Ministry of Trade in support of the Micro and Small Enterprises [MSEs] in Kenya, through funding by the European Union [EU]. The Programme has a sub-component on Business Information Dissemination in support of Capacity Building of Trade Development Officers to upscale their skills on Business Development Services and Information and
Communications Technology [ICT], to enable them skillfully and efficiently offer Business Development Services and manage Business Information Centres [BICs] at the District Trade Offices.
Objective of the Assignment
The Ministry of Trade is seeking to engage training service provider(s) to undertake training of Sixty [60] Trade  Development Officers [TDOs] on Business Development Services [BDS], and Information and Communication Technology [ICT], to upscale their capacity to efficiently and skillfully manage Business Information Centres [BICs] and offer exemplary BDS to the MSEs.
Training Modules
The Training Modules are designed to cover Business Development Services and Information and Communication Technology [ICT].
The modules include:-
Module 1: Business Development Services Training
1.    Transformation Training- Managing the paradigm shift;
2.    Entrepreneurship Management;
3.    Accounting and Financial Management;
4.    Public Relations and Customer Care;
5.    Socio-Economic Profiling of District’s [County] resources;
6.    Identification of Trade and Investment opportunities;
7.    Research and Analysis; and
8.    Marketing
Module 2: Information and Communication Technology [ICT]
1.    Concepts of Information and Communication Technology;
2.    Internet Skills;
3.    Spreadsheets and application eg. Microsoft Excel;
4.    Database Management and application eg. Microsoft Access;
5.    Presentation Skills and application eg. Power point; and
6.    Graphical Presentations and application eg. Adobe Publisher
Timelines, Number of Trainees and Training Centres
The training is designed to be undertaken in Three [3] batches of Twenty [20] participants each.
Each training is scheduled to last for a period of Two [2] weeks, with each module taking One [1] week.
The three training batches are earmarked to take place in three Centres namely; Mombasa, Nakuru and Nyeri, during the period December, 2010 to February, 2011.
Specific Qualifications and Experience
Interested Training Service Providers are required to meet the following requirements:-
a) Business Development Services Training
1) Profile of all trainers MUST have a Masters Degree specializing in any of the following areas: – Entrepreneurship Management, Business Related Studies, Economics, or any related relevant discipline;
2) A Minimum Five [5] years experience undertaking training of similar nature, however, those with less than the minimum years of experience but have undertaken innovative and creative work of a similar assignment will be considered; and
3) Include a Sample of past work successfully undertaken.
b) Information and Communications Technology [ICT] Training
1) Profile of trainers MUST have a Bachelors Degree and an in-depth knowledge of Internet Technology, Computer Application Softwares namely: Spreadsheets, Database Management, Graphic and other Presentation Skills.
2) At least Two [2] years experience undertaking training of similar nature, however, those with less than the minimum years of experience but have undertaken innovative and creative work of a similar assignment will be considered; and
3) Include a Sample of past work successfully undertaken.
Additional Qualifications
Interested service providers should submit the following documents together with an application letter:-
1.    Company Profile;
2.    Profile of Trainers;
3.    Training Proposal; and
4.    Business Registration Certificate.
The service providers to submit original and copy of Technical Proposals in sealed envelop for each training centre clearly marked “TECHNICAL PROPOSAL-(Indicate Centre Name)” and original and copy of the Financial Proposals in sealed envelop clearly marked “FINANCIAL PROPOSAL-(Indicate Centre Name) -(SERVICE PROVIDER NAME)” and warning “DO NOT OPEN WITH TECHNICAL PROPOSAL”. Both envelopes to be placed into an outer envelop and sealed. Financial proposal for only technically qualified service providers shall be opened.
The outer envelop should be clearly marked” ASMEP REQUEST FOR CONSULTANCY-2010” and addressed to:
