ActionAid Request for Proposals End Term Project Evaluation

ActionAid International Kenya (AAIK) is an affiliate of ActionAid International which is active in over 42 countries in Africa, Asia, America and Europe. AAIK has a presence in over 17 districts across the country, facilitating processes that eradicate poverty and ensure social justice through anti-poverty initiatives, local institutional capacity building and public policy influencing processes
Task description
AAIK seeks to commission an evaluation of a project titled ‘Making Local Governance Accountable, Transparent & Inclusive in the Use of Public Resources Project’. The evaluation will be a participatory process for stock taking, accountability and lesson learning whose outcome will serve as feedback to both AAIK and Danish International Development Agency (DANIDA) for similar programmes in the future.
This exercise will entail detailed and participatory analyses of project performance against set objectives and indicators. It will also entail detailed reviews and analyses of AAIK key literature, consultations with various stakeholders as well as in depth discussions with partners, staff and community members. The report will include Illustrative case studies to demonstrate impact and also missed opportunities
Expected outputs
A narrative report (no more than 35 pages) detailing
·         The main objectives of the evaluation, process and methodology
·         Key findings on
Capacity for Participatory Budgeting & Monitoring of devolved funds and levels of participation and inclusion in budget making by Civil Society Organisations and citizens.
Public education on Knowledge, Awareness and Practice (KAP) study through Information, Communication & Education (IEC) materials and Radio.
Gender budgeting and gender mainstreaming
Policy influencing and advocacy.
Lessons and key recommendations
Presentations of the main findings and recommendations to AAIK’s Senior Management Team Agencies or groups of consultants’ applying shall detail the following:
1.    Company Profile and Capability Statement describing the technical capacity and experience of the organization or group of consultants
2.    Names and resume of individuals or team members proposed and their roles in the achievement of the assignment.
3.    Detailed implementation plan and time frame: Time table for carrying out the proposed assignment. The assignment will commence on 8th December for a period of 17 days.
4.    Proposed Budget for the assignment: The consultant shall propose a realistic cost estimate for this assignment, including a breakdown of the budget and justification of expenses.
