Background:
The Government of Rwanda, through the Rwanda Development Board-Information Communications Technology received a grant from the International Development Association (IDA), and intends to apply the proceeds of this grant to eligible payments under the contract for which this notice is issued.
Objectives and Scope of Work:
The objective of this Legal Advisory Services Consultancy is to assist the Government of Rwanda, through the RDB,
in relation to steps which the Government will take to operationalize the national backbone network and secure long term capacity for international connectivity bandwidth.
The Consultant will support the Government in the following areas:
1.    options for long-term sustainable management of the backbone network through a Public-Private Partnership (PPP);
2.    regulation of the backbone network (service definitions, SLA etc.);
3.    drafting and negotiating an interim management contract for the backbone network;
4.    preparation and execution of a tender for the acquisition of international bandwidth;
5.    other advisory work relating to the NBN PPP, regulatory issues relating to the sector and any other advice required by the RDB on telecommunications-related issues.

Qualifications and Competences:
The Consultant must be a qualified lawyer.
He/she must have telecommunication and IT, legal and regulatory specialization of high international repute with relevant international transactional and regulatory experience (minimum 10 years) in the telecommunications sector, particularly in developing countries.
The minimum level of experience of the consultant is:
·         experience in telecommunications including: privatization/PPP transactions, regulations, procuring and negotiating bandwidth contracts;
·         proven international experience in leading sensitive and high-level commercial negotiations; experience in negotiations involving governments would be an advantage; and
·         Telecommunications experience and a proven track record of work in the telecommunications sector in developing countries. Experience from work in Africa would be desirable.

Duration of the Assignment:
The successful Consultant will sign a time-based contract and the assignment is expected to be for a total period of 70 days spread over a period of 2 years. This period includes at least 3 visits (of 5 working days each) to Rwanda.
