Regional program managers (two)

Chemonics seeks a regional program manager for an anticipated three-year project in Kenya funded through USAID’s Office of Transition Initiatives. The program will build on ongoing efforts to support Kenyan civil society and government actors in the period leading up to and following planned elections in 2012 and will be implemented primarily through grants under contract. The regional program managers will report to the chief of party.
Responsibilities include: manage the program’s field offices, including financial and administrative management and compliance; manage program and grant development and implementation; help develop regional strategies and activities, including identifying potential grantees and development of small grant activities; advise the program’s senior management team on the existing political and economic context to inform programming; supervise and provide training and technical support to project field staff. The regional program managers will be based in one of the project’s field offices anticipated in Eldoret and Kisumu and travel frequently to other locations within Kenya.
 Qualifications:

·  Bachelor’s degree or higher in a relevant field, or equivalent combination of education and experience
·  Experience managing donor-funded grants programs; experience managing USAID-funded grants under contracts strongly preferred
·  Strong background in project administration, financial and budget management, and procurement in USAID or other donor-funded programs and understanding of USAID policies and procedures

·  Minimum two years of relevant experience working in field operations in unstable environments; minimum 1 year of supervisory management experience, including in supervising and training local personnel, strongly preferred
·  Experience working on international donor-funded programs; experience working for a USAID contractor or international NGO managing and implementing field programs strongly preferred
·  Proven experience working effectively with multiple stakeholders including government officials, donor organizations, and civil society actors
·  Sub-Saharan Africa experience required, particularly working effectively in transition/fragile state environments; experience in Kenya strongly preferred
·  Experience managing field program start-up and closeout
·  Experience in activity design, development, and implementation of donor-funded programs in the field
·  Spoken and written English fluency required; advanced professional proficiency in Swahili strongly preferred but not required
