Regional Program Manager, Chemonics Kenya Job Vacancy

Chemonics seeks a regional program manager (RPM) for an anticipated three-year project in Kenya funded through USAID’s Office of Transition Initiatives (OTI). The program will continue and build on ongoing efforts to provide support to Kenyan civil society and government actors in the period leading up to and following planned elections in 2012 and will be implemented primarily through grants under contract.
The RPM reports to the Chief of Party in the field, and responsibilities include: manage the program’s anticipated field offices, including financial and administrative management and compliance; program development and implementation; grant development and implementation; participate in the development of regional strategies and proposed activities, including the identification of potential grantees and the development and implementation of small grant activities; advise the program’s senior management team on the political and economic context in his/her area of focus in order to inform programming; supervise and provide training and technical support to project staff in field offices.
The RPM will be based in one of the project’s field offices outside of Nairobi, anticipated in Eldoret and Kisumu, with frequent travel within Kenya.
Qualifications:
·         Bachelor’s degree or higher in a relevant field, or equivalent combination of education and relevant experience.
·         Minimum 2 years relevant experience working in field operations in unstable environments, with a minimum of one year supervisory management experience strongly preferred, including experience in supervising and training local personnel.
·         Experience managing donor-funded grants programs, with demonstrated experience managing USAID funded grants under contracts strongly preferred.
·         Understanding of applicable USAID policies and procedures with regard to financial management, procurement and grants management requirements required.
·         Experience working on international donor-funded programs required.
·         Experience working for a USAID contractor or international NGO managing and implementing programs field programs strongly preferred.
·         Proven experience working effectively with multiple stakeholders including government officials, donor organizations, and civil society actors.
·         Sub-Saharan Africa experience required, including experience working effectively in transition/fragile state environments. Experience in Kenya strongly preferred.
·         Strong background in project administration, financial and budget management, and procurement in USAID or other donor-funded programs required.
·         Experience managing field program start-up and close-out activities.
·         Experience in activity design, development and implementation of donor-funded programs in the field.
·         Spoken and written English fluency required. Advanced professional proficiency in Swahili a plus.
