Trademark East Africa (TMEA) is a not-for-profit company which is managing a programme of harmonised aid delivery in support of regional trade and economic integration in East Africa. TMEA will provide a platform for delivering significant strategic support to the East African Community’s (EAC) regional integration process, improving the region’s transport corridors and reducing the costs of trade and doing business in East Africa.
The East African Community (EAC) is a regional organisation comprising Kenya, Tanzania, Uganda, Burundi and Rwanda whose agenda is to attain economic, social and ultimately political integration. The Treaty for the Establishment of the East African Community entered into force in July 2000.
Under the Treaty, Partner States undertook to establish among themselves a Customs Union followed by a Common Market subsequently a Monetary union and ultimately a Political federation. To support implementation of this process, EAC would like to recruit a Customs Training Expert, a Border Post Management Expert, and a Customs IT Expert.
TMEA therefore, on behalf of EAC, wishes to invite applications from suitably qualified individuals for the positions of:

Terms of Reference for Customs IT Expert
1. Introduction

The East African Community (EAC) is a regional organization consisting of the Republics of Kenya, Tanzania, Uganda, Rwanda and Burundi. The key building blocks towards economic, social and political integration of the East African Community are clearly articulated in the Treaty for the Establishment of the East African Community signed in November 1999.
Under the Treaty, the Partner States undertook to establish among themselves and in accordance with the provisions of this Treaty, a Customs Union, a Common Market, subsequently a Monetary Union and ultimately a Political Union.
In this regard, the Protocols on the Establishment of the EAC Customs Union and Common Market were signed in 2004 and 2009 respectively.
To support implementation of the Protocols, EAC would like to recruit to recruit a Customs IT expert to assist in the design of a framework for integrated customs management systems in the Customs Union, and coordinatijon of
interconnectivity of Customs systems in the Customs Union.
2. Duties and Responsibilities:
The IT Expert will report to the Director of Customs at the EAC Secretariat. The main deliverables include the following:
  • Assist in continuing the development and implementation of the interconnectivity of customs systems in EAC in order to enhance exchange of information, compilation, analysis and dissemination of customs data.
  • Coordinate and assist with Data Exchange Agreements in liaison with the Compliance and Enforcement Office of Customs IT Regulations under the EAC Customs Management Act
  • Work with the Customs Agencies and IT suppliers to develop a standard operational manual
  • Develop in-house capability to coordinate studies and research on Customs IT in EAC
  • Work with the Customs Agencies and IT suppliers to develop and manage a centralized customs data bank
  • Work with the Customs Agencies and IT suppliers to coordinate, develop and implement Customs IT training programs
  • Work with the IT system suppliers to coordinate the development of a harmonized computerized risk-based customs system to include an audit capability
  • Assist in updating and uploading information on the EAC Customs Union Portal
  • Coordinate the design and implementation of EAC Customs IT programs
  • Develop programs for dissemination and sensitization of stakeholders on customs IT systems.
3. Deliverables
  • A review of current and expected changes in Customs IT Systems throughout the EAC within 30 days of commencement of the assignment.
  • A short-term strategy on the future trends in inter-connectivity between the EAC Customs Agencies within 60 days of commencement of the assignment.
  • A long-term strategy on the potential for creating a single EAC Customs Management System within 180 days of commencement of the assignment
  • Prepare a program to sensitize the business community and general public on the benefits of greater harmonization and use of IT within international trading.
4. Qualifications and Experience
The applicant should possess a Masters degree in Information Technology, Computer Science or related field with post graduate professional qualifications in IT. The person should have at least 10 years experience in customs systems
with practical experience in Customs Modernization Programs. Experience within the EAC region will be an added advantage
5. Required Skills
The person required for the position should posses management, planning, team building, negotiations, and networking, research, monitoring and evaluation skills, good report writing skills and be able to work in a team.
6. Duration
The experts will be hired on a contract for period of three years as professional non-established staff based at the EAC Secretariat, Arusha, Tanzania and may be involved in traveling in the region.
7. Remuneration
The expert’s remuneration will be in accordance with the EAC financial regulations.
