Social Protection Senior Programme Officer (Local Post) - This is a temporary post for 6 months duration with a possibility of a further 6 months extension

The DFID-funded Social Protection programme is innovative, complex and challenging.

The DFID-funded Social Protection programme comprises three outputs:
  1. institutional strengthening and policy delivery,

  2. the Orphans and Vulnerable Children Cash Transfer programme (OVC CT),
  3. the Hunger Safety Net Cash Transfer programme (HSNP). The SP Senior Programme Officer will work across all three components to ensure co-ordinated delivery towards the project purpose.
The programme has moved from design and inception to fully operational.

We are looking for a Social Protection (SP) Senior Programme Officer who will be required to ensure high quality delivery of the agreed programme outputs, and reduce the operational workload of advisory staff.

The SP Senior Programme Officer will report to the DFID Kenya Livelihoods Adviser. She/He will also get support from the Social Protection programme team members which include a Social Development Adviser, Programme Officer and a Programme Assistant.

The SP Senior Programme Officer will provide weekly updates at the Social Protection Programme (SPP) Team meeting and fortnightly updates to the SPP work plan. The SPP work plan will define and prioritise SP Senior Programme Officer deliverables. The DFID Kenya Livelihoods Adviser will quality assure deliverables and authorise payment.

The jobholder will also work closely with the Ministry for Development of Northern Kenya and Other Arid Lands (MDNKOAL) and Ministry for Gender, Children Affairs and Social Development.

Principally, the SP Senior Programme Manager will work from the HSNP Secretariat in MDNKOAL and also provide 40% of time to the non-HSNP objectives, which may be based from the DFID Kenya office as necessary. A Performance Management Framework report will be agreed with the Livelihoods Adviser after one-month of the contract becoming effective to agree objectives, key deliverables and expected levels of performance for this contract.

Duties:

Operational
  • Ensure all three components have logframes agreed with key partners in the DFID format or equivalent as appropriate.
  • Conduct monitoring spot checks and mini-audits of the systems in place to ensure compliance with laid down procedures and bringing to the attention of DFID/the project any irregularities and also recommending improvement measures
  • Determine and advise the livelihoods adviser (supervisor) on the need for external TA support for the project including organizing project reviews, evaluations and/or audits;
  • Drafting ToRs for outsourced work, ensuring procurement of the services within DFID procedures laid down in the Blue Book;
  • Provide Contracts Officer’s with timely information so they can effectively negotiate consultancies’ budgets and any other budgets for work carried out for the project;
  • Managing the outputs of external consultancies providing quality assurance and ensuring value for money;
Management - HSNP
  • Provide routine oversight of the HSNP Co-ordinator and members of the HSNP Secretariat to ensure they are delivering against agreed terms of reference and that the HSNP Secretariat is delivering their agreed work plan to budget and financial reporting is compliant with DFID requirements and ensure Value for Money (VfM);
  • Provide oversight of the HSNP Secretariat within MDNKOAL; particularly ensuring functional and productive relations with MDNKOAL;
  • Oversee compliance to the HSNP operations manual for based on inputs from the Managing Consultants (MCs);
  • Ensure the HSNP work plan and agreed milestones (including those highlighted by the 2009 OPR and agreed during the HSNP away day in July 2010) are on track, agree remedial support as required with the HSNP Co-ordinator, and liaise with DFID HQ on payment to MC’s for agreed deliverables ;
  • Ensure this HSNP operational work plan feeds into the overall SP Programme work plan and is updated fortnightly;
  • Co-ordinate with DFID-funded and other consultancies supporting MDNKOAL in developing their Strategy and Vision to ensure HSNP is fully integrated, and develop a strong understanding of institutional co-ordination issues between the project, GoK and key development partners, in line with the Vision 2030 and new Constitutional framework;
  • Support MDNKOAL to establish a steering committee with clear ToRs as an effective mechanism for the co-ordination of HSNP and other ASAL and Social protection development initiatives;
  • If appropriate, represent DFID as a member of this steering committee;
  • Explore opportunities for an appropriate funding mechanism in line with the recommendations of the Fiduciary Risk Assessment (2010);
  • Provide support and inputs to the Consultants with regard to the design of the second phase of the HSNP starting 2012. Consideration will be taken of the results of the M&E baseline study on an agreed “model”;
Management - OVC
  • Monitor implementation of the DFID / World Bank Trust Fund Arrangement approved in 2010 to ensure smooth implementation of programme deliverables, especially timely disbursement of funds and risk management to ensure VfM for DFID;
  • Represent DFID at the CT OVC Technical Working Group (TWG) and participate in Joint Review Missions as appropriate;
  • Support work on all operational issues including finalisation of the joint programme document and monitor implementation of the agreed costed workplan;
  • Procure, advise and manage appropriate DFID-funded TA in line with DFID’s Blue Book;
  • Support work to ensure the implementation of an agreed Management Information System including a financial management component and the management of any DFID-funded TA, especially on Fiduciary Risk Management.
  • Support work to procure and operationalise a Private Sector Payments Service provider including DFID-funded inputs through Financial Sector Deepening Trust Kenya in conjunction with other DP’s and GoK.
  • Support work to procure and operationalise a comprehensive Monitoring and Evaluation system for the project, including DFID-funded independent process monitoring.
Influencing
  • Support the Social Development Adviser on the ongoing National Social Protection Policy work also funded by DFID; particularly convergence of the cash transfer programmes into one co-ordinated framework.
  • Oversee the delivery of a co-ordinated communication and influencing strategy through a consultative process, including project-level communications.
  • Support work on donor co-ordination and sustainable financing as required.
Skills:

The post-holder will have a strong track record of delivery with strong programme management and analytical skills. Experience of developing and delivering Social Protection interventions desirable.
