Regional Quality Improvement Advisor Job Opportunity

Background
A leading medical and health systems technical support institution is looking for a dynamic, driven and competent individual to fill the post of Regional Quality Improvement Advisor.
Position Purpose
The goals of Outcomes and Evaluations within UMSOM health care delivery is to maximize patient health outcomes, to build capacity of service providers for sustainable quality of care and to improve overall quality of UMSOM supported care and treatment programs through data collection, analysis and utilization for evidence based approaches.
The Regional Quality Improvement (RQI) Advisor reports to the Outcomes and Evaluations Director and Country Program Quality Improvement Teams in the integration and oversight of UMSOM-IHV programs quality improvement and operations research components with the goal of ensuring the quality and effectiveness of medical care efforts targeting providers and recipients of care and support to persons living with HIV/AIDS in the developing world.

RQI Advisor supports the development and evolution of UMSOM-IHV performance management frameworks, continual quality improvement activities, and operations research through on-going support to core and field staff.
This may involve clarifying objectives, improving indicator and data quality, identifying and/or developing M&E methods and tools for special studies, and identifying, operationalizing and implementing STOC/PDSA cycles for quality improvement.
The RQI advisor will assist field based teams in tracking progress towards objectives of quality comprehensive care and support for People Living with HIV/AIDS.
Responsibilities
Provide Technical Assistance
  • In collaboration with country component teams, identify operations research opportunities
  • Contribute to the design of operations research, adapt appropriate methods and tools
  • Analyze findings and draft reports and presentations
  • Mentor field based teams on all areas of Program and implementation.
  • Conduct pilot evaluations of select health facilities and facilitate operationalization of findings.
  • Develop tools for monitoring and evaluating clinical preceptorships, and mentoring with Training Team
  • Develop needs assessments for QI and oversee their implementation.
Capacity building/Technical Assistance in Quality Improvement/Monitoring and Evaluation of Programs
  • Results based decision making- developing, operating and improving programs and services with a focus on outcomes and the use of reliable data for decision making
  • To ensure that evidence of effectiveness of different approaches to health care improvement as part of UMSOM-IHV health care model
  • Work with Country Program Team to improve indicators, data flow, reporting processes and data use.
  • Conduct data quality assessments with country programs.
  • Identify opportunities for collaboration with National recognized QI partners in specified countries for standardized QI efforts in Health care delivery
  • Assist Country Quality Improvement and field based teams in clarifying objectives, developing indicators, identifying or developing M&E tools, and developing overall M&E plans.
  • Provide leadership as assigned by O&E director and Country leadership teams on STOC/PDSA cycles
  • Acts as a mentor to less experienced staff in both our field offices and HQ offices
  • Develop and implement formal courses on continual quality improvement, operations research design and methods, and program evaluation
Data Analysis and Utilization
  • Analytical ability and thorough understanding of pertinent basic statistical management techniques
  • Provide skills on data analysis and utilization for Patient outcomes by working with Data Manager and feeding back to the LPTFs
Report writing
  • Draft reports upon request
Position Qualifications
  • MPH required, PhD or MD are highly encouraged
  • Required – Minimum Work Experience (number of years and type of experience)
  • 5-7 years of familiarity with one or more of the following fields is required: training/human resource development; HIV/AIDS care and support services; family planning/reproductive health service delivery,,evaluation and operations research.
  • Proficiency in evaluation design and development of indicators.
  • Good working knowledge of statistics and ability to obtain, analyze and interpret data and present findings in written and oral form.
  • This position requires a highly motivated individual who works well independently.
  • Good writing and presentation skills, relevant work experience with international development programs.
  • Candidate should have experience with evaluation or research design, differentiating best methods, data collection and analysis.
Working Environmental Condition
  • Work is normally performed in a typical interior/office work environment.
  • International Travel up to 75%
