Pamoja Child Foundation is looking for: a Monitoring & Evaluation Coordinator F/M

Pamoja Child Foundation is a small organization that enables orphans and vulnerable children, in Awasi and Nyang’oma locations in Nyanza Province, to fulfill their rights to education, health, protection and improved livelihood, so they can develop to their full potential. To achieve its mission, Pamoja offers individual sponsorship, creates safe havens in primary schools and strengthens community groups in their aim to be self reliant.

Pamoja Child Foundation is seeking to recruit a Monitoring & Evaluation Coordinator, preferably as soon as possible, but latest 1rst of October 2010. The ideal candidate for this post is a motivated person with critical reflection and learning skills and experience in guiding an overall M&E strategy and implementation of related activities within the project and via partners, plus providing timely and relevant information to project stakeholders. The incumbent has a proven track record in child rights based approaches and is willing to work and live in (or around) Awasi.

Answering directly to the Director, s/he will satisfy the following requirements.
Key responsibilities
  1. Setting up a participatory M&E system and ensuring it is implemented effectively by the key stakeholders, namely the primary stakeholders and implementing partners;

2.    Identify the project logframe matrix, particularly in the areas of the objective hierarchy, key indicators (with a clear focus on children) and monitoring mechanisms.
3.    Develop the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring, participatory evaluations and lessons-learned workshops.
4.    To record and report physical progress against the Annual Plans and Strategic Plan. Also design the format of such progress reports and submit required analytical reports on progress – including indications of planned actions and financial statements – on time and to the relevant bodies.
5.    Control and manage the budget and safeguard against project funds and assets misuse and prepare financial project reports.
6.    Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
7.    Develop a plan for project-related capacity-building on M&E (organize and undertake training with stakeholders) and for any computer-based support that may be required.
8.    Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
9.    Establish and maintain good working relations with all project participants and stakeholders – including the primary stakeholders, relevant government ministries, private sector and NGOs – all parties required to establish a shared vision of the project and achieve objectives.
  1. Support external missions in ways that foster a joint learning process that identifies how the project could be improved further to achieve impact.

Qualifications and experience
Applicants must meet the following minimum qualifications:
  1. Bachelors Degree in social/ community development/ project management or related field;
  2. A minimum of two years proven experience in:
  • the logical framework approach and other strategic planning approaches;
  • M&E methods and approaches (including quantitative, qualitative and participatory);
·         planning and implementation of M&E systems;
·         training in M&E development and implementation;
·         facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;
·         Information analysis and report writing.
  1. A solid understanding of development work, with a focus on participatory processes, joint management, and children’s issues;
  2. Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management;
  3. Willing to undertake regular field visits and interact with different stakeholders;
  4. Excellent interpersonal, verbal and written communication skills;
  5. Excellent decision- making skills, effective problem- solving and mediation skills;
  6. Excellent report writing skills;
  7. Proficiency with office computer equipment and software.
