The Media Council of Kenya is a statutory body established by the Media Act as the leading institution in the regulation of media and the conduct and discipline of journalists in Kenya.
The Council wishes to recruit the following staff members to enhance its capacity to fulfil its mandate invites applications from qualified Kenyan citizens for the following positions:
Deputy Director                                                                     
MCK/DD/2010
Overall Purpose of the Position

Reporting to the Executive Director, the Deputy Director will deputise for the Executive Director.
In addition, the Deputy Director will manage projects of the Media Council in a manner that develops, maintains and continually improves the Council image and reputation to stakeholders and partners.
Key Responsibilities
  • To supervise all project activities and guide staff and consultants to ensure strict adherence to laid down procedures.
  • Formulate and manage the implementation of project proposals in close collaboration with the Executive Director.
  • Design and implement a staff training programme.
  • Contribute to strategic planning and development as a member of the Executive Team of the Secretariat,
  • To supervise all project activities and to guide staff and consultants to ensure strict adherence to laid down procedures.
  • To draw college inspection schedules, liaise with colleges and inspectors and coordinate all activities pertaining to inspection of mid level journalism and communications training colleges and institutions.
  • Fundraising.
  • Any other duties as assigned by the Executive Director
Academic and Professional Qualifications
  • Masters Degree in any of the Social Sciences or equivalent from a recognized university.
  • Post graduate qualification in Journalism or Mass Communications and/or in project management and proposal writing an added advantage
  • Computer literacy.
  • Adequate knowledge of media laws and the media in Kenya.
  • Excellent writing, communication and presentation skills.
  • Proven experience working in a similar position.
Complaints Officer

Overall Purpose of the Job
Reporting to the Executive Director, the Complaints Officer will be the link with the Complaints Commission and will review, process and forward Complaints to the Commission.
Key Responsibilities
  • Receive and process complaints in regard to media.
  • Answer queries from complainants, respondents and the public in general in regard to media conduct.
  • Maintain records of hearings.
  • Maintain the Complaints Registers.
  • Produce the Complaints Commission arbitral documents.
  • Organise the publishing of the decisions of the Complaints Commission.
  • Prepare quarterly Complaints reports and compile an annual complaints digest.
  • Any other duties as assigned by the Executive Director.
Academic and Professional Qualifications
  • A Bachelors Degree in Law or Mass Communications.
  • Certificate or diploma in Alternative Dispute Resolution (ADR) methods an added advantage.
  • Good knowledge of media laws and the media in Kenya.
  • Good computer skills.
  • A team player with excellent communication and interpersonal skills.
  • Two years experience in similar or related position.
Communications and Information Officer

Overall Purpose of the Job: Reporting to the Executive Director, the Communications and Information Officer will communicate the work and impact of the Media Council, its programmes, events and activities to internal and external audiences. His/her duties will include public relations.
Key Responsibilities
  • Identify and support the Council’s communication and marketing needs to help raise its profile, as well as publicize its mandate, and objectives and activities.
  • Respond to internal information needs.
  • Assist to identify Audio/Visual needs to cover Council activities where appropriate.
  • Take the leading editing role in the Council’s newsletter, The Media Observer as well as other Council publications including reports, information summaries, annual reports, policy briefs and promotional materials.
  • Produce multimedia stories
  • Assist in managing the Council and partner work for managing the Council’s website and Social Media.
  • Assist in Organizing Council events and formation of such events as conferences, workshop and seminars.
  • Any other duties as assigned by the Executive Director.
Academic and Professional Qualifications
  • A degree in Journalism, Communications, Public Relations or the equivalent from a recognized university.
  • Adequate knowledge of the media in Kenya.
  • Excellent English writing skills and working knowledge of Kiswahili.
  • Excellent communication and presentation skills.
  • Above average computer skills
  • Experience working with new media and communications technologies an added advantage.
Procurement Officer
MCK/PO/ 2010
Overall Purpose
Reporting to the Executive Director and the Finance and Administration Manager, the incumbent will be responsible for procuring the right quantity and quality of products and services in a timely and economical manner and in accordance with the Council Procurement Policy, Donor Regulations and the Public Procurement Act 2005.
Key Responsibilities
  • Formulate and implement procurement policies and procedures.
  • Prepare procurement plans for the Council in liaison with the Heads of Departments.
  • Coordinate the preparation of procurement orders and agreements and identify and select credible suppliers.
  • Ensure that ordered goods and services are delivered on time and in accordance with the procurement orders and or agreements.
  • Co-ordinate store management and disposal of obsolete items and ensure effective stock management.
  • Maintain all relevant documents/files related to the procurement function.
  • Carry out periodic market surveys and maintain a list of pre-qualified suppliers.
  • Co-ordinate the tendering process for goods and services.
  • Ensure that the procurement function of the Council complies with the Public Procurement Act 2005, donor regulations and laid down rules and procedures.
  • Secretary to the Council’s tender Committee.
  • Any other duties as assigned by the Executive Director.
Academic and Professional Qualifications
  • A Bachelors degree in a business related field from a recognized institution.
  • A Diploma in Purchasing and Supplies Management.
  • 3 years practical experience in procurement in a public organization or established commercial organization.
  • Working knowledge of the Public Procurement Act rules and regulations.
  • Proficiency in Computer packages.
  • Good negotiation skills.
  • A team player with excellent communication and interpersonal skills.
Media Monitors (5)
MCK/MM/2010
Overall Purpose of the job
Under the direct supervision of the Media Monitoring Supervisor, the media monitors will scrutinise and review print and broadcast media and record required data.
Key Responsibilities
The Media Monitors will:
  • Monitor both print and electronic content, and carry out periodical content analysis.
  • Monitor and record breaches of the Journalism Code of Conduct and Practice of Journalism in Kenya.
  • Maintain daily reports of findings.
  • Record and compile reports based on findings..
  • Participate in data analysis.Entering media content data in soft and hard copy.
  • Analyzing data with data processing software.
  • Making presentations of findings to media stakeholders.
  • Any other duties as assigned by the Executive Director.
Academic and Professional Qualifications
  • Bachelors Degree or a Diploma in Journalism or Mass Communication or any of the Social Sciences.
  • Research an added advantage.
  • Team player with excellent communication and presentation skills.
Driver
MCK/DR/2010
Key Responsibilities
In addition to driving, the successful candidate will be expected to:
  • Ensure proper use and maintenance of the Council vehicles in accordance with Council guidelines and regulations.
  • Deliver letters, parcels and assist in payment of bills.
  • Any other duties as assigned.
Qualifications
  • Kenya Certificate of Secondary Education Mean Grade C-
  • A valid Driving License Grade III
  • A valid certificate of good conduct.
  • At least two years driving experience.
  • Excellent knowledge of Nairobi, its environs and at least one other major town in Kenya.
  • Excellent interpersonal skills.
  • First Aid certificate.
