Summary:
 The post's main purpose is to manage the Stores Department, in support of the Programme, managing the team of 5 to deliver a proactive, efficient and Value For Money service.

Reporting Lines:
 The post holder will report to the Head of Finance and will be responsible for a team of 5 staff working in Stores & Data Entry in Kilifi.

 To manage the Stores Department and enable the efficient running of the Stores Department, in support of the Programme

Key Responsibilities
The job's key roles include:

  1. Implementing controls over all areas of stores management to safeguard Programme assets eg perpetual inventory
  2. Identification of control and process weaknesses; development, documentation, communication and implementation of improvements to address these with the agreement of the Head of Finance & Chief Operating Officer & Centre Directors.
  3. Ensuring that the processes and controls in place for receipting of goods into the store, and the subsequent storage of items is carried out correctly
  4. Ensuring that items are picked from the stores, packed and delivered to the programme as efficiently and cost effectively as possible
  5. Ensuring that the processes for data entry are carried out correctly as per the written procedures, and that staff who deal with data do not deal with any aspect of the physical handling of goods either into or out of the stores
  6. Ensuring that transfers of stock from central stores to sub stores are carried out according to the written procedures, and the data entry is as close to real time as possible
  7. Responsibility for preparation for the Annual Physical Stocktaking of all stock items
  8. Responsibility for reporting to projects, sub stores and central stock budget holder management information about their stock.
  9. Responsibility for the Disposal of Assets per both KEMRI and Programme guidelines and procedures
  10. Enforcement of regulations, systems and procedures; Initiation of procurement policy
  11. Overseeing day to day operations of the Department
  12. Responsibility for repairs to items - returned to stores
  13. Responsibility for returning goods to suppliers that are not as per the specification, or where items are delivered faulty etc - in liaison with the Purchasing Team
  14. Ensuring that the stores team keep the Pastell Inventory system as "real time" as possible
  15. Reporting any issues regarding loss of stock or stock variances to the Chief Operating Officer/Head of Finance as soon as discovered
Skills and Competence:

The post holder should:
  • Be a graduate diploma in Supplies Management (Final Stage) and full Membership of CIPS or its equivalent from a recognized institution;
  • Demonstrate knowledge of the Public Procurement & Disposal Act of 2005 and Regulations of 2006
  • Have over five years experience in supplies management
  • Show merit and ability in work performance and results;
  • Have good analytical and communication skills written and oral
  • Have in-depth knowledge and experience in computerised inventory software
  • Have experience of managing a team, including strong training and coaching ability
  • Ability to build productive and collaborative relationships with varied stakeholders
  • Be honest and of good character.
