Expression of Interest (EOI): Consultancy Services for Baseline Survey
The Government of Kenya has received a grant from Japan under the Japanese Social Development Fund (JSDF) which is administered by the International Development Association (IDA) (World Bank) towards the implementation of Support to Community Based Farm Forestry Enterprises project (SCBFFE) and intends to apply part of the proceeds for Consultancy Services for a Baseline survey in the project area of Tharaka, Mbeere and Kitui forest zones.
The Kenya Forest Service invites eligible and qualified consultants to indicate their interest in carrying out the baseline survey. The exercise will be done in the three forest zones of Kitui, Tharaka and Mbeere.
The Baseline survey will establish the current status of the Farm Forestry Field Schools (FFS), farmer groups in terms of existing networks, farm forestry enterprises (including potential commercially-viable enterprises), means of livelihoods and levels of income.
It will provide information that will be used to monitor the project during implementation and benchmarks for monitoring and evaluation of socio-economic impacts of project interventions especially on household incomes.
Specific tasks

The specific assignments for the consultant will include;
  • Conduct an in-depth survey on the numbers, status and distribution of the Farm Forestry Field Schools and other organized environmental groups in the targeted forest zones of Tharaka, Mbeere and Kitui including their basic capacities to implement farm forestry enterprises/ investments.
  • Identify the existing FFS networks with its corresponding activities on farm forestry products development chain including benefits to its members.
  • Review the existing farm forestry enterprises and their stage/levels of operations in Tharaka, Mbeere and Kitui forest Zones including other potential and commercially – viable Farm forestry enterprises
  • Establish the levels of income of households from both farm forestry and other environmental related initiatives
  • Establish whether there exists a functional farmer group and networks based monitoring systems.
  • Establish the nature of support that the farmer groups require in formulating and implementing investments.
  • Establish the current sources and levels of funding to facilitate the ongoing farm forestry enterprises and related activities
  • Prepare and present progress reports as per the programme agreed between the Consultant and KFS
  • Organize a stakeholder’s workshop for discussion and input in the draft report.
  • Identify challenges, opportunities and the synergies provided by the networks
The expression of Interest must be accompanied by the following mandatory requirements:
  • Consultant Profile and detailed Curriculum Vitae.
  • Proven experience of at least ten (10) years in consultant, research and baseline surveys in sociology, forestry or environmental related field.
  • Thorough understanding of rural livelihoods and sustainable forest and woodland management in ASALs.
  • Experience in carrying out baseline surveys within the framework of livelihood strategies
  • Sufficient experiences in community development issues
  • Ability to appropriately articulate environment- related issues with proven relevant experience in (EIA /EA) Environmental impact Assessments and Environmental Audits will be an asset.
  • Clearly show how they intend to carry out the various tasks and the steps indicating timelines in each step.
  • Familiarity with the rural economy of the semi-arid zones will be an asset.
  • An interpretation of the task by the consultant
  • Workplan and budget for the task
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employments of Consultants by World Bank’s Borrowers; May 2004 revised on October 1, 2006. The selection method for the Consultants will be on the basis of Quality and Cost Based selection.
The shortlisted consultant will be invited through a letter of invitation.

The documents should be placed in the tender box located at the main reception area by 12.00 noon on or before 28th July 2010. Tenders submitted later than the indicated closing date and time shall automatically be disqualified.
Interests Opening will take place immediately on the same date in the same building in the Main Boardroom. Tenderers or their representatives who wish to attend are invited to witness the opening.
Kenya Forest Service reserves the right to accept or reject any or all the tenders either in whole or in part and is not bound to give reasons thereof.
