Consultancy Services for the Development of Gender Mainstreaming Guidelines and Action Plan for National HIV and AIDS Response in Kenya
The Government of Kenya has received financial assistance from the International Development Agency ( IDA) to finance the Total War Against HIV and AIDS ( TOWA ) Project to support implementation of the Kenya National HIV and AIDS Strategic Plans ( KNASP II and III ) for the periods 2005-10 and 2009-13
To support the successful implementation of the TOWA Project National AIDS Control Council (NACC ) intends to develop gender mainstreaming guidelines and action plan to provide an analysis of the gender concerns in the National HIV and AIDS response and facilitate a framework for increased and improved action on the intersecting issues within the KNASP 20O9/10-2012/13
The main purpose of the Consultancy services for the development of Gender mainstreaming guidelines and action plan is to:

  • Provide an effective coordination framework for tracking the progress of gender equality in National HIV and AIDS response, a reference for the formulation of targets and priorities and a strategy for resource mobilization for gender responsiveness in KNASP 20O9/10-2012/13
  • Specify a clear gender responsive budget-line to be drawn against financial resources mobilized for National plan of operations (NPO) in order to contribute to the results of KNASP 2009/10-2012/13
  • Provide National and Sub National stakeholders with a key bench mark document for the formulation of priorities, targets and outputs and other related initiatives to facilitate the implementation of KNASP 2009/1O-2012/13
  • For purposes of monitoring/reviewing progress in order to generate new evidence and identify gaps that would inform setting of priorities on research agenda and programs as well as other initiatives to drive the response plans.
  • To develop gender mainstreaming guidelines and prepare a costed action plan in harmony with the National Plan of Operations and KNASP 2009/10-2012/13
The assignment is for a period of 35 Working days..
The National AIDS Control Council (the Client) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they have the necessary qualifications and capacity to perform the services.
The information should include description of similar assignments undertaken and experience in similar conditions, availability of appropriate skills among core staff, availability of logistics, date when consultancy firm was established etc.
The information should include names and addresses of at least 2 clients that the consultant has worked with in the past 2 years, and the specific assignments involved. Consultants may associate to enhance their qualifications.
A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Published by the association in May 2004 Revised October 2006)
