Deputy Director, Youth Development

For appointment to this grade a candidate must have:
  • served in the grade of Assistant Director Youth Development, Job Group ‘P’ for a minimum period of three (3) years or in a comparable position in the wider Public Service;
  • a Master’s degree in any Social Science from a recognized university;
  • attended a strategic leadership course lasting not less than four (4) weeks from a recognized institution; and
  • shown initiative, merit, administrative competence and ability as reflected in work performance in the efficient management of youth development or related programmes.
Duties and Responsibilities

A Deputy Director, Youth Development will be responsible to the Director for administration and coordination of youth development activities and programmes in the Department.
Duties and responsibilities at this level will include:
  • reviewing  and  initiating  improvements in the policy framework;
  • preparing, implementing, monitoring and evaluating youth programmes;
  • researching and developing information systems;
  • liaising with stakeholders and government agencies on programme implementation; and
  • coordinating all aspects of human resource management and development and performance management systems of technical and support cadres in the Department.
An officer at this level may be deployed as the administrative and technical head of a  provincial office.
Duties and responsibilities at this level will include:
1.     initiating,  planning, implementing, monitoring and evaluating youth development activities and programmes within the province;
2.     preparing performance reports;
3.     coordinating and supervising technical staff; and staff training and skills development;
4.     disseminating information on youth employment, health, empowerment policy and environment;
5.     monitoring and evaluating youth mainstreaming activities;
6.     liaising with stakeholders on absorption of youth into employment, internship and volunteerism; and
7.     coordinating  youth participation in environmental protection, preservation/conservation and improvement.
Deputy Director, Youth Training

1.     served in the grade of Assistant Director Youth Training, Job Group ‘P’ for a minimum period of three (3) years or in a comparable position in the wider Public Service;
2.     a Master’s degree in any of the following disciplines: Education, Technology in Education, Entrepreneurship or other relevant qualifications from a recognized university;
3.     a strategic leadership course lasting not less than four (4) weeks from a recognized institution; and
4.     shown initiative, merit, administrative competence and ability as reflected in work performance in the efficient management of youth training or related programmes.
Duties and Responsibilities
An officer at this level may be deployed at the Headquarters to be responsible to the Director for administration and coordination of youth training activities and programmes in the Department.
Duties and responsibilities at this level will include:
1.     reviewing and initiating  improvements in the policy framework;
2.     preparing,   implementing,   monitoring   and   evaluating programmes;
3.     researching and developing of information systems;
4.     liaising with stakeholders and government agencies on programme implementation; and
5.     coordinating of all aspects of human resource management and development and performance management systems of technical and support cadres in the Department.
At the provincial office, the officer may be deployed as the administrative and technical head.
Duties and responsibilities at this level will include:
1.     initiating, planning, implementing, monitoring and evaluating youth development activities and programmes within the province;
2.     preparing performance reports;
3.     coordinating and supervising technical staff; staff training and skills development;
4.     disseminating information on youth training opportunities; promotion of entrepreneurship and absorption of youth in internship programmes;
5.     liaising with stakeholders and promotion of partnership ventures; and
6.     coordinating youth participation in community activities.
Assistant Director, Youth Training

Basic Salary Scale: Ksh.63,782 – Ksh.81,404 p.m. (Job Group ‘P’)
For appointment to this grade, a candidate must have:
1.     served in the grade of Principal Youth Officer /Training/ Development , Chief Instructor, Job Group ‘N’ for a Minimum period of three |(3) years or in a comparable position in the wider Public Service;
2.     post graduate qualifications in either Education, Social Sciences or relevant Technical field from a recognized university/institution; and
3.     demonstrated competence and administrative ability in planning and management of programmes on youth development and/or related activities.
Duties and Responsibilities
An officer at this level will be deployed to head the Provincial Youth Training Office.
Duties and responsibilities at this level will include:
1.     overall administration and management of field services;
2.     articulating and interpreting policy issues, regulations and procedures on management of youth polytechnics to provincial departmental heads and other stakeholders;
3.     popularizing youth polytechnic programmes to target communities;
4.     coordinating infrastructural development;
5.     ensuring equitable distribution of tools and equipment to youth polytechnics;
6.     responsibility for overall performance of various zones;
7.     supervising, training, developing and deploying youth training officers and instructors within the province;
8.     coordinating monitoring of curriculum implementation; and
9.     ensuring safe custody of Government records and assets.
Principal Youth Training Officer

Basic Salary Scale: Ksh.40,835 – Ksh.49,636 p.m. (Job Group ‘N’)
For appointment to this grade, a candidate must have:
1.     served   in  the  grade  of  Project  Manager  HA/Chief Instructor, Chief Youth Officer, Job Group ‘M’ for a minimum period of three (3) years ;or in a comparable position in the Public Service.
2.     post graduate qualifications in either Education, Social Sciences or a  relevant technical  discipline from  a recognized university/institution; and
3.     demonstrated  competence and  administrative ability in planning and management of programmes on youth development and/or related activities.
Duties and Responsibilities
The Principal Youth Training Officer will be deployed as the administrative and technical head of a District Training Office.
Duties and responsibilities at this level will include:
1.     planning, implementing, monitoring and evaluating youth training programmes within a district;
2.     disseminating  information on youth training,  health, empowerment, policy and environment;
3.     initiating and following-up on youth mainstreaming activities;
4.     liaising with stakeholders on absorption of youth into employment, internship and volunteerism;
5.     coordinating youth participation in environmental protection, preservation/conservation and improvement;
6.     preparing performance reports; and
7.     coordinating and supervising technical staff, staff training and skills development.
An officer at this level may also be deployed to deputize a Provincial Head or to head a technical division at the Department Headquarters.
Duties and responsibilities at this level will include:
1.     designing, planning, monitoring and evaluating planned activities;
2.     leading and coordinating research and surveys teams on youth issues
