The TSF EA is a small management unit established by the Joint United Nations Program on HIV/AIDS (UNAIDS) to facilitate country partners’ access to technical support. TSF EA is hosted by the Centre for African Family Studies (CAFS) based in Nairobi, Kenya and serves Eritrea, Ethiopia, Kenya, Rwanda, Tanzania and Uganda by providing experienced, quality-assured consultants to help country partners to design and manage technical assistance programmes.
Position 1: Team Leader (TL)
Job Purpose
Provide technical and managerial leadership to the TSF to ensure that all planned objectives and targets are achieved to a high standard.
The post holder will guide and provide strategic leadership for the implementation of the TSF activities. He/she will report to the Team Leader for Training and Technical Assistance, Centre for African Family Studies (CAFS) and guide the work of all TSF staff.
Duration: Twenty-two months: July 2010 to April 2012, with the possibility of extension

Key Tasks

The Team Leader will take responsibility for:
1.     Leadership, representation and relationship management with key stakeholders.
2.     Provision of competitively priced and quality assured short-term technical assistance in agreed priority areas.
3.     Development, maintenance and evaluation of appropriate systems and Quality Assurance processes.
4.     Provision of capacity development services to agreed stakeholders.
5.     Development and delivery of knowledge management strategy.
6.     Effective marketing of TSF to potential clients and other Stakeholders.
Education and Experience
  • Master’s degree in Health or Social Sciences.
  • Minimum 10 years’ of project, team and line management experience in the African health sector with 5 years of experience in planning, implementing and evaluating HIV&AIDS related interventions.
  • Strong leadership, team building and conflict resolution skills.
Position 2: Technical Assistance Manager (TAM)
Job Purpose
Ensure the efficient and effective management of the TSF’s Short Term Technical Assistance (STTA) assignments and the Technical Assistance Fund (TAF). The post holder ensures quality assurance of consultancy assignment deliverables and programme management for efficient implementation, monitoring, and reporting on TSF activities.
The post holder will report to the TSF Team Leader (TL) and deputise for him/her on an occasional basis.
Duration: Twenty-two months: July 2010 to April 2012, with the possibility of extension
Key Tasks
1.     Manage TSF technical assistance identification and delivery processes.
2.     Strengthen and ensure adherence to TSF Quality Assurance protocols and processes.
3.     Manage the UNAIDS Technical Assistance Fund (TAF).
4.     Project Monitoring, Reporting, Planning & Other Tasks.
Education and Experience
  • Masters degree in Health or Social Sciences.
  • Minimum 7 years successful track record in the African health sector, of which 3 years should be in HIV&AIDS related interventions
  • Minimum of 3 years successful experience in undertaking or managing consultancy work
  • Experience in data-base management
Position 3: Technical Assistance Officer (TAO)
Job Purpose
Contribute to the efficient and effective management of the TSF’s Short Term Technical Assistance (STTA) assignments and the Technical Assistance Fund (TAF). The post holder’s key tasks are supporting the Technical Assistance Manager (TAM) with: the management of short-term consultancies; the process of external Quality Assistance of consultant’s deliverables; and the management of Technical Assistance Funds (TAF).
He/she will report to the Technical Assistance Manager (TAM)
Duration: Twenty-two months: July 2010 to April 2012, with the possibility of extension
Key Tasks
1.     Technical assistance coordination and management.
2.     Manage external quality assurance of consultant deliverables.
3.     Manage the UNAIDS TAF.
4.     Provide input into TSF annual work plans and other deliverables
Education and experience
  • Master’s degree in Human Resources, Health or Social Sciences in combination with minimum of 5 years work experience.
  • Sound knowledge of HIV&AIDS issues across Eastern Africa.
  • Demonstrated knowledge of short-term technical assistance delivery within a development context.
