HealthNet TPO is recruiting for the positions below in South Sudan.
The positions are based in Juba, South Sudan, and they are related to a tender of the World Bank/ Multi Donor Trust Fund in South Sudan that aims to strengthen the South Sudan AIDS Commission in the different States of South Sudan, relevant line ministries, State and County authorities’ capacity in the coordination, planning, implementation and monitoring of HIV/AIDS prevention, care and treatment service delivery in the four above mentioned States.
1. Team Leader/ Specialist in the Provision of HIV/AIDS Services
Reports to: Country Manager
The Team Leader will work closely with local counterparts in the South Sudan Aids Commission (SSAC), relevant line Ministries, State Ministries of Health, County Health Departments, international and Sudanese NGOs involved in health service delivery in four States of Western and Northern Bahr el Ghazal, Warrap and Unity. The role of Team leader and specialist in this programme is oriented towards capacity building of local institutions and improvement in comprehensive HIV/AIDS service delivery.
Purpose of the Position

HealthNet TPO wishes to provide strong leadership to this HIV/AIDS prevention and service delivery programme. The team leader will develop strong relations / partnerships with a diverse group of stakeholders. The team leader will ensure the quality of the programme in agreement with set targets, budget and deadlines.
Responsibilities and Tasks
  • Develop, coordinate and ensure the effectiveness of implementation of health strategies and interventions of the HIV/AIDS programme development in 4 states, assuming the role of Lead agency with the given ToR.
  • Develop and guide baseline assessments and needs analyses of all stakeholders, with priority of SSAC, Line Ministries and Civil society organisations as well as health systems implementing organisations, providing HIV/AIDS services and designing a capacity building programme with yearly targets.
  • Develop good relations with all key stakeholders in the four states and provide clarity with regard to the roles and responsibilities of the different stakeholders.
  • Provide expert advice, support and training to key staff within different stakeholder organisations and partners to improve the results of HIV/AIDS / public health services.
  • Oversee and manage the programme development and implementation process according to set and prioritised targets, budgets and deadlines, facilitating planning and collaboration in the programme and in the country team.
Profile
  • Advanced degree in Medicine and/or Public Health;
  • Minimum 7 years of overall experience in the development of health service delivery and the management of health programmes;
  • At least 3 years of experience in a programme management position with responsibility for improving the results of public health services;
  • Demonstrated ability to work with Ministries of Health, local health staff, and local officials to implement improvements in health care delivery.
2. Accountant/Financial Management Specialist
Reports to: Country Manager
The accountant will work closely with all implementing organizations in the HIV/AIDS programme to assess and establish administrative and financial management systems that meet the requirements of the GoSS and World Bank and take account of HealthNet TPO’s, the donors’ and partners’ administrative and financial management systems.
Core tasks and responsibilities
  • Assess administrative systems with all main stakeholders and liaise with HealthNet TPO HQ on World Bank conditions of this programme;
  • Ensure  agreements  with  programme  stakeholders  to  ensure compliance with administrative requirements and develop additional training if needed;
  • Develop and adapt administrative data to required accounting and reporting formats in close communication with HealthNet TPO HQ and in compliance with the organisation’s and World Banks withdrawal applications and requirements for external audits;
  • Manage and oversee budget management in collaboration with all stakeholders;
  • Oversee and manage the administrative process of the programme in line with set and prioritised targets, budgets and deadlines, and facilitate planning and implementation as agreed by the programme and the country team.
Profile
  • Recognized degree in accounting, economics or a related discipline, and preferably professional accounting qualifications (CPA, ACCA, ACA, etc.);
  • Minimum of 5 years of experience, with at least 3 years in a developing country, ideally in a project related setting;
  • Experience with World Bank financial management procedures (accounting and reporting formats, withdrawal applications, external audits, etc.) is desirable;
  • Proven ability to ensure the continuous availability of funds, to control the disbursement of these funds, and to properly establish recognized procedures to account for their use.
3. Administration and Logistical Specialist
Reports to: Country Manager and Programme Team Leader
The Administration and logistical Specialist will work closely with all implementing partner organizations in the HIV/AIDS programme to ensure logistics support (procurement, storage, distribution) of inputs required for comprehensive HIV/AIDS programme implementation.
As Lead Agency, HealthNet TPO will comply with general procurement guidelines of the SSAC and the MoH but applying World Bank procedures, and ensuring all stakeholders are part of the procurement process and are aware of the conditions.
Purpose of the position
HealthNet TPO wishes to provide strong leadership to this HIV/AIDS prevention and service delivery programme. The administrator cum logistical specialist will develop strong relations / partnerships with all stakeholders on the basis of agreements / MoUs and ensures that procurement requirements are met by establishing the appropriate logistics and administrative systems. These systems should meet the GoSS and World Bank requirements as well as set programme targets, budget and deadlines.
Core responsibilities and tasks
  • Assess and install appropriate procurement, storage and distribution systems aimed at ensuring that implementing (partner) organizations can deliver HIV/AIDS services in prioritised program areas;
  • Provide logistic (supply and administrative) support to all our activities taking place in the programme.
  • Set up the whole machinery of procurement activities and keep it going while introducing and supervising procurement procedures and standards. Activities range from handling orders, supply, purchasing, stock, freight and administrative management;
  • Supervise the supply team and prepare monthly supply logs. In addition, manage human resources, including assisting in hiring and supervising local staff, giving briefings to all personnel and maintaining contact with other stakeholders and NGOs, and local suppliers;
  • Be responsible for the logistics administration, including tax procedures.
Profile
  • Recognized degree in Management, Business, or a related discipline;
  • Minimum 5 years of overall project management experience in developing countries, preferably in the health sector;
  • At least 3 years of experience in a position with responsibility for preparing procurement plans and organizing procurement systems (ideally using World Bank procedures) for works, goods, and services;
  • Proven ability to organize supply and distribution systems and find innovative solutions to complex problems under difficult conditions.
4. Training and Community Outreach / Mobilization Specialist
Reports to: Team Leader
This position will work closely with local counterparts in the South Sudan Aids Commission (SSAC), relevant line Ministries, State Ministries of Health, County Health Departments, international and Sudanese NGOs involved in health service delivery in the four above mentioned States.
Following the agreements made with these agencies, the training and community outreach/ mobilization specialist will focus on the quality and organizational aspects of HIV/AIDS service delivery.
Purpose of the position
The purpose of the position of trainer and community outreach/ mobilisation specialist is:
1.     to build the capacity of the partner and implementing organisations in the provision of quality HIV/AIDS services; and
2.     coordinate HIV/AIDS service providers, using national standards and guidelines developed by the South Sudan Aids commission and Ministry of Health.
Core responsibilities and Tasks
  • Working with health service providers in the 4 states, starting with HealthNet TPO’s programme in Western Bahr el Ghazal; experiences gained in Western Bahr El Ghazal where HealthNet TPO is currently involved in strengthening the delivery of primary health care will be used in the expansion of programme implementation to the other three states. The initial programme focus will be on expanding access to comprehensive HIV/AIDS services in urban areas;
  • Assessing HealthNet TPO’s methods of community participation in the management of services in Western Bahr el Ghazal, promoting strong activity development in Northern Bahr el Ghazal and participating in assessments in Warrap and Unity;
  • With all stakeholders and partner organisations agree, establish and implement priority HIV/AIDS service delivery components including the strengthening of outreach services;
  • Working with all stakeholders, organise and establish effective in-service training systems; and define targets with the team leader, using SSAC methodologies and guidelines;
  • Play a strong role in maintaining motivation of people involved in comprehensive HIV/AIDS service delivery: encouraging health staff of all implementing organisations and motivating communities to contribute to improved health results.
Profile
  • Recognized degree in health (medicine, nursing) and advanced training in public health, community health, human resource development or a related discipline desired;
  • Minimum 5 years of overall experience improving primary health care delivery, increasing community participation in the management of services, and establishing mechanisms to strengthen outreach services;
  • At least 3 years of experience in a programme management position with responsibility for establishing effective in-service training systems;
  • Proven ability to encourage health staff and motivate communities to contribute to improved health results.
Terms
The Anticipated start date September 2010 for one year pending approved donor funding.
The anticipated donor-funding period is three years.
