CARE International in Kenya is looking for dynamic and highly motivated individuals of high moral character and professional integrity to fill the following positions for her ECHO funded water supply improvement project in Dadaab refugee Camps. Dadaab is a non family duty station.
1. Project Manager
Reporting to the WASH Coordinator, the Project Manager will provide critical leadership, technical and coordination support to the team. The incumbent shall ensure that all program obligations are realized, accounted for, documented and reported as per the contractual expectations.

Key Tasks and Responsibilities

  • Ensure the realization of full contract compliance including but not limited to achieving the approved performance framework (targets), operationalization of the program systems including M&E, operational policy manuals, financial and reporting systems.
  • Design of gravity and pressure pumped enhanced water reticulation systems according to the SPHERE standards and other indicators agreed upon with the donor.
  • Preparation of technical documents, ToR, contracts, agreements and tenders
  • Ensure results driven staff management and coordination, supervision, mentorship and motivation.
  • Coordinate activities with other agencies (especially UNHCR), NGOs, government departments, refugee communities, and if applicable host communities on the ground at project sites.
Required Skills and Qualifications
  • University Degree in civil/construction/water engineering or related discipline, with demonstrated excellent knowledge delivering water supply project is required.
  • Postgraduate training in project management is required and Project Management certification like PMP will be an added advantage.
  • Proficiency in MS Project or Primavera project planner software is a MUST
  • At least 7 years on similar, project management or consultancy position, preferably in refugee camps or rural water supply in developing programming including the preparation and monitoring of budgets with an international organization of high reputation in the water, sanitation and hygiene sector.
  • Excellent managerial skills (planning and organizational skills, reporting, problem solving capabilities, innovative and industrious).
  • Understanding of ECHO implementation guidelines will be crucial.
  • Excellent computer skills including MS Office (Word, Excel, Outlook, Power Point) and specialized software in the water and sanitation sector.
  • Excellent team building, coaching and mentoring skills, good presentation, communication (written and spoken English language) and representation skills
2. Construction Officer
Job Summary
Reporting to the Technical Engineer, he/she will be responsible for overseeing project implementation and supervision in the respective camp.
Key Tasks and Responsibilities
  • Supervision of contractors engaged by CARE to ensure work is done as per drawings, technical specification and high quality standard.
  • Coordination of project activities at field/camp level
  • Liaison person with technical engineer based in Dadaab on issues arising for quick action.
  • Any other task as per order of the project manager/technical engineer.
Required Skills and Qualifications
  • Diploma in civil /construction/water engineering
  • At least four years progressive experience working in water supply infrastructure project
  • Willing to work and live in difficult and demanding locations.
  • Person of high moral character and professional integrity
3. Construction Assistant
Job Summary
Reporting to the Construction Officer, he/she will be responsible for the actual project field supervision in the respective camp.
Key Tasks and Responsibilities
  • Supervision of contractors engaged by CARE to ensure work is done as per drawings, technical specification and high quality standard.
  • Assist the Construction Officer in day to day supervision of project activities at field/camp level for tap stand constructions, tank foundations etc
  • Act for the Construction Officer During his absence
  • Any other task as per order of the project manager/technical engineer.
Required Skills and Qualifications
  • Diploma in civil /construction/water engineering
  • At least 2 years progressive experience working in water supply infrastructure project
  • Willing to work and live in difficult and demanding locations.
  • Person of high moral character and professional integrity
4. Master Plumber
Job Summary
Reporting to the Technical Engineer, the Master Plumber will be responsible for quality installation of reticulation systems, fittings and other plumbing used for water distribution within the camps.
Key Tasks and Responsibilities
  • To be in charge of the installation of plumbing systems and components in the Dadaab refugee camps according to mapping, profiles and other technical designs and/or instructions.
  • Supervise and train hired skilled and unskilled refugee labor in order to achieve project objectives according to work plans.
  • Administer and schedule work while ensuring that quality is maintained.
  • Participate in programme monitoring as required.
Required Skills and Qualifications
  • Certificate or Government Grade Test One in plumbing from a recognized and accredited post-secondary institution, or related evidence of proficient knowledge in the following areas: water distribution and waste water disposal in residential or community water system.
  • Four years work experience in a similar capacity preferably in a camp set-up is an added advantage
  • Effective verbal, presentation and listening communications skills in both spoken and written English language. Excellent knowledge of Kiswahili.
  • Possess cultural awareness and sensitivity and be flexible and demonstrate sound work ethics
5. Finance Officer
Job summary
Reporting to the Finance Coordinator, the Finance Officer will join and give support to the existing finance team.
Key Responsibilities
  • Receipting of funds.
  • Preparation and payment of wages to incentive workers
  • Data entry.
  • Bank reconciliations
  • Maintaining filing system.
Required Qualifications/Skills
  • CPA Part II
  • Degree in Commerce, Accounting or Business Studies
  • Excellent computer skills
  • Ability to work under strict deadlines with minimal supervision
  • Willing to work as a team member to achieve the overall goals of the team
  • At least one year experience in accounting, preferable for a humanitarian organization.
6. Program Assistant
Job Summary
The incumbent is charged with recording findings from the monitoring of indicators of the project in excel spread sheets and also provide a multiplicity of professional programmatic and administrative support services to the
project manager and support of staff.
Key Tasks and Responsibilities
  • Recording findings from the monitoring of indicators of the project in excel spread sheets
  • Ensure effective and efficient documentation and correspondence management for the project.
  • Administration of office budget for effective expenditure through the year.
  • Ensure effective general office management in collaboration with the RAP administration office.
  • Provide any other required support to the Monitoring & Evaluation Officer.
Required Skills and Qualifications
  • Minimum Diploma in Business administration with versatile administrative skills with 3 years experience in a similar position
  • Project Monitoring and evaluation training will be an added advantage.
  • Exemplary computer skills with proficiency in MS–word and spreadsheet packages.
  • Eloquent communication in English language (oral and written).
  • Strong report writing skills
  • Sound interpersonal and liaison skills, ability to work in a team and to coordinate team initiatives.
  • Pleasant personality, flexibility, team player, ability to solve problems and work with minimal supervision.
  • Good knowledge and understanding of NGO environment including programme administration and management
  • Ability to work under pressure with minimum supervision
7. Procurement Officer
Job Summary
Reporting to the Procurement Coordinator, the Procurement Officer is responsible for strategy to facilitate purchase according to the procurement policy manual and co-ordinate purchasing practices to maximize savings and benefits available to CARE from purchasing activities.
Key tasks and Responsibilities.
  • Under the supervision of the Procurement Coordinator, undertake the tendering, evaluation, placement and monitoring of the projects purchases while providing feedback to the programmes.
  • To assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
  • To participate in negotiation of contract terms on a range of central contracts and to monitor performance against these contracts.
  • To participate in internal and external meetings, promoting procurement best practice.
  • Carry out the duties of this post in a manner which promotes equality of opportunity and shows due respect for all employees and users of the organizations services.
Required Skills and Qualifications:
  • Diploma in Procurement and Supplies Management.
  • Those with CIPS qualifications will have an added advantage.
  • Three years working experience with a reputable organization in a similar capacity.
  • Understanding of ECHO reporting requirements for programme implementation will be crucial.
  • Computer literate in spread sheet packages.
  • Possess good leadership skills, problem solving skills, organizational and planning skills.
7. Monitoring & Evaluation Officer
Job Summary
Reporting to the Project Manager, the M&E Officer is responsible for monitoring the progress of implementation compared to costed work plans and impact indicators and its documentation. She/he is also responsible for the drafting of project progress reports of high quality in line with ECHO procedures.
Key duties and responsibilities
  • Under the guidance of the Project Manager, develop tools that will facilitate data collection towards realization of impact indicators and the measurement of time bound implementation of activities and purchases of equipment and material.
  • Regularly collect data on the quantitative progress of the project and the qualitative achievement of indicators.
  • Enhance process monitoring and documentation of lessons learnt and best practices.
  • Timely editing and submission of quality reports to the programme manager/programme quality manager as per set requirements and standards.
Required skills and qualifications
  • Relevant University Degree, and other related M&E disciplines.
  • Those with post training in M&E will have an added advantage
  • Minimum of 3 years experience in similar/related position and demonstrated experience in program design and implementation with an international humanitarian agency.
  • Experience in an ECHO funded project is essential.
  • Demonstrate skills and experience in utilization of data analysis and management software.
  • Experience in undertaking evaluations and impact enquiries.
  • Good report writing and communication skills besides other strong interpersonal skills.
