Terms of Reference of Rapid Results Coaches to Support   Institutionalization of Results Based Management in the AUC
The African Union Commission (AUC) is committed to develop and implement a comprehensive results based management and accountability framework with a view to institutionalizing Results Based Management (RBM) in the African Union.  One of the key strategic objectives of AUC is to   transform the Commission from a process oriented to a Results Based Management Culture.  This will ensure that AUC meets its mandate, strategic goals and objectives.
Key to the implementation of RBM is the Rapid Results Approach, which provides a structured methodology in achieving short term-goals that have great impact on the achievement of AUC strategic objectives.   The approach creates a sense of urgency, challenges teams to achieve clearly defined goals within 100-days.  It enables team members to collaborate in a team spirit thus allowing them to tap into their full potential of energy and creativity in achieving agreed upon targeted results.

Job Purpose

The main objective of this assignment is to support AUC in the planning and implementation of various Rapid Results Initiatives (RRI) in the work units and departments; provide results coaching and mentoring; and facilitate the inculcation of a culture of continuous learning and performance improvement in the achievement of agreed upon goal and objectives in of the Annual Work Plan in the context of the Strategic Plan of the Organization.
Major Duties and Responsibilities
The specific tasks of the Rapid Results Coaches will include, but not limited to:
  • Provide support for launching of Rapid Results Initiatives across the AUC.
  • To prepare and schedule AUC Departments and Regional Offices mid-term and end of year performance reviews.
  • Documenting the AUC RRI implementation process and lessons learned
  • Support the facilitation, validation and completion of annual work plans of AUC Departments and Directorates in line with AUC Strategic Plan as well as individual work plans of staff members.
  • Day to day results coaching of the RRI.
  • Draft responses to deal with correspondence related to RRI for appropriate authorized officers.
  • Work closely with the Directorate of Administration and Human Resources Development and other Directorates and/or Departments to ensure effective organization of launching the mid-year reviews and end-of-year reviews.
  • Draft  reports and briefs on the RRI implementation progress.
  • Liaise closely with the AUC Information and Communication Division to ensure that RRI reports are published frequently.
The Rapid Results Coaches shall consistently ensure that the effort yield tangible and meaningful benefits at both the initiative level and strategic level and will work at the highest standards of professional and ethical competence and integrity.
Educational Qualifications
Candidates must have at least a Bachelor Degree in Public Administration, Human Resources, or Education from a recognized university.
Work Experience
Candidates must have at least five (5) years of relevant proven experience in implementation of Rapid Results Initiative in a public sector environment.

  • Knowledge of Public Sector Reforms in Africa
  • Good Communication and facilitation skills
  • Report writing  and presentation skills
  • Ability to coach and mentor for results
Age Requirement
The Rapid Results Coaches should preferably be between the age of 30 and 45 years
Tenure of Appointment
The appointment shall be for an initial period of eighteen (18) months with the possibility of extension.

Remuneration:
The salary attached to the position is an annual lump-sum of US$ 69,392.86 inclusive of all allowances for internationally recruited staff, and US$ 57,789.27inclusive of all allowances for locally recruited staff
