Tanathi Water Services Board – Expresion of Interest for Consultancy Services – Feasibility Studies and Preliminary designs

1. Introduction
Tanathi Water Services Board (TAWSB) is one of the eight regional Water Services Boards established under the water act 2002. The Board is a Government Parastatal established by the Ministry of water and Irrigation vide gazette notice No 69 of 4th June, 2008, with the legal mandate for provision water and sewerage services within the area of jurisdiction which covers 32 administrative Districts of Kitui central, Kitui West, Lower Yatta, Mutitu, Nzambani, Mutomo, Machakos, Athi-river, Kathiani, Mwala, Kangundo, Matungulu, Yatta, Masinga, Makueni, Kathonzweni, Mbooni east, Mbooni west, Nzaui, Kilungu, Mukaa, Makindu, Kibwezi, Mwingi West, Mwingi East, Mwingi central, Kyuso, Tseikuru, Muumoni, Loitoktok, Kajiado Central and Kajiado North.
2. Purpose of the EOI
In order to enhance the provision of effective water services and sanitation systems, Tanathi Water Services Board Wishes to engage willing consultants to provide technical support in feasibility studies, preliminary design and documentation of Environmental Impact Assessment reports for the following Projects:-
1.     Olkejuado Cluster (Consisting of Kajiado, Isinya and Ilbisil) Water Supply & Sanitation Project.
2.     Ikoo(Thua) dam/Mutitu Cluster (consisting of Mutitu, Zombe, Endau)Water Supply and Sanitation Project

3.     Mwala Cluster (consisting of Mwala, wamunyu, ikalaasa, & Mbiuni Water Supply) Water Supply and Sanitation Project
4.     Oloolaiser Cluster (Consisting of Ngong, Kiserian, Ongata Rongai & Upper Matasia) Water Supply and Sanitation Project
5.     Loitoktok Water Supply and Sanitation Project
6.     Kaiti dam/Kilungu Water Supply and Sanitation Project
7.     Kathiani (Consisting of Kathiani, Katenthoni, Ngoleni, Ngiini and Mitaboni) Water Supply & Sanitation Project
3. Scope: The scope of the consultancy shall include but not limited to;
  • Data collection
  • Detailed feasibility study
  • Provision of a financial sustainability model of the project to be included in the preliminary design report.
  • Development of financial proposals
  • Preparation of Environmental Impact Assessments reports
4. Qualification
Tanathi Water Services Board (TAWSB) (herein after called ‘The Client”) now invites consulting firms to indicate their interest in providing the above services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
5. Criteria: Firms to be shortlisted must meet the following criteria:
  • Legal status of the firm( copies of certificate of incorporation: PIN, VAT, Registration number and KRA Compliance certificate)
  • Audited accounts for the last 2 years
  • Key personnel: brief descriptions of the consultants key personnel showing their qualifications and experience.
  • Statement of firm’s litigation record.
  • Experiences in similar works; evidence of track record of past assignments in the Boards area of jurisdiction or ASAL areas.
  • Financial turnover of at least 10million for the last three fiscal years as proved by audited books of account.
  • Legal existence of the firm for at least the last three years and location of head office of the firm (or firms for joint venture).
6. Short listing: A short list of six firms will be compiled in accordance with the procedures set out in the African Development Bank’s Rules of Procedure for the Use of Consultants.
7. For the submission of Requests for Proposal the Client shall issue a detailed Terms of Reference (ToR) to the short listed firms.
8. Tanathi Water Services Board (TAWSB) now invites eligible Consultants to indicate their Interest in providing the services.
9. Submission of EOI
The interested firms shall submit their sealed “expression of interest” in envelopes and clearly marked; “Expression of Interest for consulting services for feasibility study and Preliminary design for (Include name of selected water supply(s))…………………..and should be addressed to the address indicated in item (10) below.
10. The Expression of Interests should reach the office indicated here below before 1st day of June 2010, 1200 Hours.
