Regional Health Officer Vacancy - Kenya Red Cross Society

The Kenya Red Cross Society is a humanitarian relief organization created in 1965 through an Act of Parliament, CAP 256 of the Laws of Kenya.
The Society has aligned its organizational structure with its strategic direction aimed at decentralizing decision making authority to its Regional and Branch network where the core business takes place.
The Society seeks to invite suitably qualified candidates to apply for the following position:

Position Title: Regional Health Officer
Reporting to: Regional Manager
Job Location: Isiolo

Overall Purpose
Responsible to the Regional Manager for effective planning, budgeting, implementing and evaluating community-based public disease prevention and control programmes to combat the spread of HIV/AIDS, malaria and other infectious diseases.
Other programmes include blood donor, first-aid and social services. The strategy is to develop an integrated and strengthened community-based health intervention focusing on partnerships, networking, advocacy, home-based
care and support.

Duties and Responsibilities

1. Coordinate with Regional and Branch Offices, communities and other stakeholders in order to develop a strategic community-based health plan and budget aligned to the Society’s strategic objectives as well as Government health policies and strategies
2. Coordinate technical assessment to establish critical community-based primary health care needs as well follow-up investigations of reported infectious diseases to determine source, contacts and carriers of disease
3. Develop strategies for integrating community-based health programmes aimed at combating the spread of infectious diseases such as malaria and cholera
4. Develop and implement primary health care interventions including immunisation campaigns of vaccine preventable diseases such as measles, polio and nutritional deficiencies through mobile medical outreach and health camps
5. Coordinate the establishment of emergency health facilities, and emergency trained personnel and volunteers capable of meeting area’s emergency needs
6. Integrate emergency health into other programmes and undertake joint planning and implementation with other health agencies at all levels
7. Provide support to health facilities to ensure improved access to emergency health services during disasters, large scale emergencies and disease outbreaks
8. Conduct baseline studies using participatory approaches to identify the number of persons afflicted and affected with HIV/AIDS so as to determine their coping mechanisms and essential services required for home-based care and support
9. Develop and disseminate advocacy and behaviour change communication materials to increase knowledge and create awareness on HIV/AIDS transmission and prevention
10. Develop and implement social support programmes to assist caregivers to provide counselling, home-based care and psychosocial support to persons living with HIV/AIDS (PLWHA)
11. Building community partnerships, identification and mobilisation of potential blood donors as well as building the capacity of volunteer community leaders to spearhead the mobilisation of blood donors
12. Prepare inception reports, concept papers, periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement

Minimum Qualifications
1. BSc in Environmental Health or equivalent qualifications
2. Over three (3) years experience in planning, implementing and evaluating integrated community-based health programmes in emergency/relief context

Key Competencies
1. Knowledge of integrated community-based health programmes trends and goals all levels aimed at preventing and alleviating suffering
2. Strong leadership, team building, conflict resolution and ability to deliver the Society’s strategic objectives
3. Strong communication and presentation skills in both English and Kiswahili, including ability to develop reports and prepare relevant publications
4. Proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilisation of the internet
