GOAL is an international humanitarian organisation devoted to the alleviation of poverty among the poorest of the poor in society. As part of its strategic plan, GOAL Kenya wishes to recruit an innovative, dynamic and committed Programme Manager to manage an Irish Aid multi-annual programme and Global Fund project with an initial funding for 3 years (up to 2012) with a strong possibility of an extension.
GOAL Kenya has recently undergone a restructuring process and as a result is more cost efficient and focused to offer better quality programming to our beneficiaries. This is an exciting and new opportunity for someone experienced to meet the challenge.
The Programme Manager will manage, oversee and provide leadership to a health and HIV/AIDS project that works through partnership and capacity building of local organisations as part of a holistic programme focused on vulnerable children and youth in Nairobi’s informal settlements.
The Manager will provide the overall administrative, budget, and line management of staff working under the initiative and offer technical inputs into design, implementation, monitoring and evaluation. He or she will be responsible for linking GOAL Kenya programmes to the wider policy environment and advocacy on key issues to achieve an improvement in the health of vulnerable children and youth.

Summary of duties

  • Provide leadership and oversight in the design, implementation and evaluation of Health and HIV/AIDS interventions;
  • Lead in collecting information, writing, reviewing and discussing proposals for donor funding in collaboration with other GOAL programme staff;
  • Lead in planning and management of project budgets in line with the agreed project plans, in collaboration with the GOAL finance department;
  • Participate in the budget planning process pertaining to new project proposals for donor submission;
  • Lead in mentoring and capacity building efforts of CBO/LNGO staff working in the programme in fundraising, project proposal development and report writing;
  • Manage staff effectively, including appropriate and systematic empowerment and delegation;
  • Coordinate information sharing, collaboration and networking with other key players in the health sector and support GOAL representation at relevant meetings, conferences and workshops;
  • Lead in the development of strong advocacy messages and lobbying;
  • Ensure that the programme is implemented in a way that empowers and capacity builds implementing partners and local communities.
Job Requirements:
  • Masters in a health-related field or health-related degree with a minimum of 7 years programme management experience, preferably in an NGO setting;
  • Experience in partnership, support and capacity building of LNGOs and CBOs;
  • Strong advocacy and networking skills related to the health sector;
  • Experience in soliciting donor funds, through the development of concepts, proposals, PowerPoint presentations and active participation at high profile meetings;
  • Highly knowledgeable and conversant with primary health issues, reproductive health, HIV/AIDS prevention, care and support, and the impact on children, their families and communities in Nairobi’s informal settlements;
  • Knowledge of Behaviour Change Communication (BCC) and IEC principles;
  • Knowledge and interest in development issues, particularly in relation to vulnerable children and youth.
