Administrator, Arid and Semi-Arid Lands Secretariat Job Vacancy

Background
Reducing poverty is the primary aim of the British Government Department for International Development (DFID).
The Government of Kenya through the Ministry of State for Development of Northern Kenya and Other Arid Lands and DFID Kenya wishes to hire an experienced Administrator to support the establishment, efficient and effective routine operation of the Arid and Semi-Arid Lands (ASALs) Secretariat within the Ministry of State for Development of Northern Kenya & Other Arid Lands (MDNKOAL)
Key responsibilities
Establish and manage a functional ASAL Secretariat in the MDNKOAL
  • Manage all the office facilities effectively and ensure functionality of all office equipment.
  • Oversee all logistical support to the ASAL Secretariat including the technical specialists.
  • Manage Information and Communications Technology and ensure the Secretariat has an effective Communications and Influencing Strategy (CIS).
  • Develop and maintain a library of information and resources on the ASALs, both electronic and hard copy.
  • Provide administrative support to the process of developing a baseline for the first Public Expenditure
Review to indicate allocation of GoK’s national development budget in ASAL areas

  • Support engagement by the Secretariat with all ASAL stakeholders, including ASAL parliamentarians, development partners, private sector and civil society organisations, and other parts of Government.
  • Support the MDNKOAL and development partners as necessary to draft and finalise project documentation.
  • Support the ASAL Secretariat accountant and/or accounts specialists to ensure the effective management of fiduciary risk, budget management and reporting.
Minimum Requirements
  • A Bachelors degree in Social Sciences or any other related subject
  • A Bachelor’s degree in Social Sciences or Business. A post graduate qualification in a relevant field will be a clear advantage
  • A strong track record of delivery with excellent programme administration and management skills.
  • 5 years experience in developing and delivering government and/or donor-funded interventions in Kenya’s ASALs.
  • Demonstrated experience in planning and delivery of work; decision making; working with others;
  • Excellent communication and interpersonal skills
  • Good analytical skills and ability to use available Information.
  • Experience in database management.
