Background

The Government of Kenya is committed to revitalizing the economy and setting it back on the path of medium to long –term growth projections.

To achieve this it recognizes that economic recovery and prosperity will



have to be a deliberate, targeted and intensive investment process that not only meets the short terms needs but also provides a framework for long-term growth and sustainability.

The slowing down of the economy to a paltry 1.7% in 2009 compared to the 7.1% at the end of 2007 due to the spiral effects of the global economic downturn and the challenges following the 2007 general elections have necessitated innovative thinking on present and future options.

Through the 2009/2010 MTEF budget tabled by the Deputy Prime Minister and Minister for Finance, the Government is implementing an Economic Stimulus Programme (ESP) premised on the need to urgently overcome our socio-economic challenges.

The ESP is a high impact, high intensive programme, that is expected to stimulate economic activity at the local level by creating employment opportunities, spurring entrepreneurial activities and supporting the building blocks that anchor a healthy and educated populace.

The ESP is expected to be implemented within a six month period.

ESP Theme

The ESP theme is - ‘Overcoming today’s challenges for a Better Kenya tomorrow’.

Key Objectives of the ESP
  1. To boost the country’s economic recovery and return the economy back to the envisioned medium term growth path;
  2. To invest in long term solutions to the challenges of food security
  3. To expand economic opportunities in rural areas for employment creation;
  4. To promote regional development for equity and social stability;
  5. To improve infrastructure , quality education and healthcare for all Kenyans;
  6. To invest in the conservation of the environment; and
  7. To expand the access to, and build the ICT capacity of our people in order to expand their economic opportunities and accelerate economic growth.

Specific Objectives
  • An Internet Presence: ESP needs a web site.
  • Web Address: ESP Domain name.
  • Search Engine Optimization: Promote ESP web site to all major search engines.
  • Web Site Analytics: Measure ESP web site performance and web metrics.
  • A Blog where members of the public will be able to post comments.

The Scope of the Project are
  • Create a cost-effective Web solution for creating & updating an online databasefor your projects, and Economic Activities.
  • Create an exciting look and feel for the website using the current logo and color palette and repeat this look throughout the new website
  • Create an PHP/MySql Program Database System (PDS) to store the information about each constituency projects online. A web-based interface can then be created to enable employees the ability to update and upload images and text (within certain limitations).
  • Create a Search application for quick filter of projects by Locations, Projects Type, and activities, this will make the site more user friendly.
  • Create an interactive forum where users will share their views and opinion with the ESP staff about each project.
  • Develop a Newsletter management system to trap email addresses from visitors keep them informed whenever new projects have been added.
  • Scan existing material, brochures, and other collateral, complete with links to the constituency websites and create a new navigational system & website that is clean, clear, and concise.
  • Develop a short flash intro using our colors and graphics to quickly grab the attention of the viewer, and to quickly communicate that there is a new look and feel to economicstimulus.go.ke

Technical Approach

The developer will complete the following development tasks:
  • Assign a development team to the project.
  • Start the planning process after receiving all client-supplied material required. plan the database programming and workflow the website. A detailed “map” of the site is to be constructed illustrating the different site elements and their respective relationships.
  • Design the layout and visual style of the web site. Once the design is created mockups will be created. Once the mockups are approved and all collateral material has been received the project development will start.
  • Develop the project based on the milestones in the project plan.
  • Test the project through both Alpha and Beta testing cycles. The web site will be tested after each round for errors.
  • Deliver and install the final project deliverables. Once approved the final web site will be installed on our webserver. Once the website is installed and launched it will be ready to market and submit to various search engines.
  • Train staff based on the training plan. Provide up to one day of training on location for our staff on the usage of the web site, Technical Supportto be made available after the initial training by phone and e-mail.

Training Plan
  • Once the project is complete the ESP staff will be provided with training on updating the website. Future on-site or remote training should also be provided

Selection
  • Selection will be Qualification Based (QBS)

Contract Period
  • The contract period shall be six months and provide training to ESP staff.
