Technical Advisor - International Training and Education Center for Health (I-TECH) Jobs

Our client, the International Training and Education Center for Health (I-TECH), based in Seattle at the University of Washington, undertakes activities to support the development of a skilled health work force and well-organized national health delivery systems.

I-TECH has been working in Kenya since August 2009, in partnership with CDC and the Ministry of Health, to improve the capacity of the Kenyan health system to use electronic medical records and other health information systems.

I-TECH is looking for highly qualified individuals to join its team to assume the following key and rewarding role:

Technical Advisor

Position Purpose: Under the supervision of the Kenya eHealth Projects Director, the Technical Advisor will be responsible for providing technical expertise in assuring that I-TECH Kenya implements its funded scope of work, including:
  1. Supporting the development and implementation of national standards & architecture for HMIS
  2. Creating reference implementations to test interoperability between different types of applications and to further develop HMIS applications appropriate for Kenyan health care settings.
  3. Building local capacity to support HMIS applications in Kenya.

Overall Responsibility:
  • Cultivate a community of in-country developers that can be used initially as resources in developing the proof of concept reference implementations, and eventually used as resources by the health community in Kenya, for build up and technical advancement of the overall e-health systems within Kenya.
  • Gathering and interpretation of requirements and interpreting the requirements into functional specifications with partners for development projects in the work-plan.
  • Computer programming as needed for development projects in the work-plan.
  • Work with local institutions in developing technical training courses and curriculum for the local capacity component of the I-TECH mission.
  • Furnish technical assistance to national counterparts and participate in relevant technical advisory groups with counterparts and partner institutions.

Minimum Education & Experience:
  • A Higher Diploma or Associate’s degree in Computer Science, Health Informatics or related field.
  • A minimum of 10 years work experience in information and technology, M&E, data management and computer programming. The computer programming experience should include some object oriented programming, database development and web application development
  • Experience in developing HMIS, lab, pharmacy or patient monitoring systems.
  • Demonstrated ability to lead technical teams in defining and interpreting requirements in functional specifications and effectively managing the ensuing development to keep development moving forward.
  • Familiarity with the workings of the HIV/AIDS program in Kenya as well as health informatics technical resources and approaches available globally.
  • Strong organizational and planning skills.
  • Excellent interpersonal, written and oral communication skills.
  • Client-orientation and ability to productively and diplomatically interface with multiple staff and internal and external clients.
  • Good leadership and supervisory skills, including technical experts and support staff.
  • Program monitoring and evaluation experience
  • Experience with SQL and Java programming as well as user support.
