Programme Manager Job Vacancy - European Union Delegation to the Republic of Kenya

1. The European Union Delegation to the Republic of Kenya, announces the vacant position of a Programme Manager in the areas of Environment and Social Sector Development. This is a Local Agent position in Grade I.

2. Overall Purpose

The jobholder will contribute to the design and management of the EU programmes in support to poverty reduction through development cooperation policies and programmes in

the areas of environmental management, rural and community development.

3. Main responsibilities
  • Active follow-up of policy and strategy developments in Kenya in the field of environment management, rural and community development;
  • Operational support for programmes under the responsibility of the Social & Environmental Sector with specific reference to environmental management, biodiversity conservation, rural and community development;
  • Support for the preparation, appraisal, implementation and evaluation of EU assistance in the areas/sectors above;
  • Provide support to regular audits and evaluation of projects and programmes;
  • Participation in the various Working and Coordination and Technical Groups;
  • Coordination with Donors and relevant Stakeholders;
  • Contribute to the programming, identification, appraisal, implementation and evaluation of projects and programmes;
  • Assistance to Social Sector programmes, such as for education and health may be required.
4. Required Qualifications
  • University degree in the Environmental and/or Development field, or another related discipline;
  • At least 10 years relevant working experience in development activities in Kenya, of which 5 years in Environment or related field;
  • Good knowledge of environment and community development methodologies and practices as well as prior experience of monitoring and evaluation of projects/programmes;
  • Familiarity with Project Cycle Management and Logical Framework Approach. Specific knowledge of EU policies would be an added advantage;
  • Good knowledge of administrative and financial management of development programmes;
  • Excellent knowledge of English (working language); Able to work with standard office software, such a word-processing and spreadsheets ;
  • Excellent oral and written communication and good presentation skills and ability to develop and maintain networks of contacts;
  • Proven ability to build and maintain positive working relationships with colleagues, national counterparts, donor agencies, other stakeholders and ability to adapt well in a multi-cultural environment;
  • Proven analytical capacity, ability to identify needs and constraints, to set priorities and translate them into action; capacity to pursue solution oriented approach;
  • Personal initiative and ability to work independently, to focus on priorities, to monitor and evaluate progress and to meet deadlines;
  • Open, flexible personality; able to motivate and be a team player;
  • Ability to focus on priorities, to monitor and evaluate progress and to meet deadlines;
  • A high degree of integrity and the ability to deal with confidential information is required.
The position is open to Kenyan citizens and other residents of Kenya with a valid working permit.

The contract is for an unlimited duration with provident and medical cover, subject to a six month probationary period.
