Accountabilities:

Under the direct supervision of the Senior Logistics Assistant or the Logistics Officer (as directed) 
and the


overall supervision of the Head of Sub Office, Mombasa, the incumbent will carry out all or part of the following duties:-

Major Duties and Responsibilities:
  • Liaise with relevant units on cargo clearance and documentation status and with Logistics Unit in Nairobi to ensure timely preparation of transport allocation plan prior to vessel arrival/cargo availability from local purchase.
  • Follow up with transporters and ensure that adequate number of trucks/wagons are deployed during a direct delivery operation.
  • Create Landside Transport Instructions (LTI) to be used for the uplift of commodities out of WFP warehouses or local purchase locations n Mombasa as well as for direct deliveries from the vessels and containers
  • Liaise with WFP Clearing & Forwarding Agents and RVR for utilization of rail wagons. Monitor positions of wagons loaded with WFP cargo for advance notification to receiving locations.
  • Monitor and maintain records of the performance of short-listed Transporters for the purpose of timely delivery of cargo as well as contract analysis and evaluation.
  • Create and maintain monthly reports for Transport Operations including those of primary (and secondary where requested) transportation.
  • Travel, when required, to dispatch commodities from sites within and outside of Mombasa, via road, rail and/or air transport.
  • Prepare periodic reports showing the status of transport commitments posted in WINGS (a reporting system for WFP)
  • Assist the Logistics Officer to evaluate prospective/potential transport companies for short-listing.
  • Maintain overland and inland transport ledger, inclusive of a reliable filing system.
  • Liaise with the Nairobi or other appropriate office to provide and/or receive statistical data for input into reports including the LTI Update, Container Update etc.
  • Provide statistical input for reports including CCTI (Committee for Commodities, Transport and Insurance) and others upon request.
  • Participate (when requested) in ‘Corridor Cargo Prioritisation’ teleconferences and/or provide data/follow up in line with conference requirements.
  • Perform other related duties as required.
Qualifications and Experience: 

Education:
 Successful completion of secondary school education (KCSE). Diploma in Logistics, Statistics, Transport, Business Administration or other relevant field.

Experience:
 A minimum of four years’ working experience with at least two years in the field of finance, accounting, transport, insurance, statistics, operations, shipping, logistics, administrative services or other related field. Good knowledge and experience in using computers with knowledge of Microsoft software applications (MS Word, Excel and Access).

Skills:
 Ability to work with minimum supervision, to work quickly and accurately under time constraints and pressure. High sense of initiative and good judgment. Ability to work effectively in a multicultural team environment.

Results Expected:
 With initiative and judgment, produces organised, accurate and well documented records with well analysed data and addresses unforeseen situations seeking advice and guidance from supervisor, as necessary. May assign work to staff in lower grades.

Language: Good written and spoken English and fluent Kiswahili.
