GTZ Senior Legal Advisor - Governance Support Program Job in Kenya

GTZ seeks to recruit a Senior Legal Advisor to support the improvement of access to justice, especially for survivors of gender based violence (GBV) and with special emphasis on aspects of forensics and case-management.

Under the overall supervision of the leader of the “Access to Justice”-component within the Governance Support Program, the Senior Legal Advisor will assist in the overall component management, ensure the implementation of legal / access to justice measures on the micro, meso and macro-level, and liaise with relevant partners within Government, other public institutions, and any other relevant non-state actor for the


achievement of the overall objectives of the component.

The whole component team will consist of advisors with different legal and medical backgrounds.

Overall Responsibility:
  • Provide leadership in designing, strategically, technically and financially managing, coordinating and achieving results of the component against the background of broader legal and health sector reforms.
  • Support the Component Leader in terms of the management, strategic focus and required adjustment of the component in the overall framework of the program.
  • Advise on any new developments and progress regarding access to justice and GBV in Kenya, e.g. political developments or regarding beneficial strategic partnerships.
  • Initiate and push for progress in crucial reform areas on all relevant levels.
  • Identify, screen and appraise projects submitted by any institution and provide technical advice in terms of project and financial matters.
  • Follow-up on funded initiatives while advising on proper implementation and achieving results. This also includes Monitoring and Evaluation of those projects together with the partner side, e.g. analyzing narrative and financial reports.
  • Cooperation and liaison with relevant development partners in areas surrounding legal and medical aspects of access to justice, especially for GBV survivors.
Qualifications:
  • Post-graduate degree preferably in law or any other relevant field like gender studies, public administration or political science with a strong legal background
  • Excellent mastery of access to justice and GBV issues in Kenya
  • At least 6 years extensive experience in the area of access to justice and GBV at the intersection of legal and medical aspects on the macro but especially on the micro level
  • Experience in working across sectors (medico-legal) and with different actors relevant to this component (Government / public institutions, non-state actors, donors) in the health sector as well as along the entire justice chain
  • Proven and excellent track record of previous working experience in similar positions
