Call for Expression of Interest for Recruitment ofGeographical Information Systems (GIS) Consultant for the Economic Stimulus Programme (ESP)

Background

The Government of Kenya is committed to revitalizing the economy and setting it back on the path of medium to long –term growth projections.

To achieve this it recognizes that economic recovery and prosperity will have to be a deliberate, targeted and intensive investment process that not only meets the short terms needs but also provides a framework for long-term growth and sustainability.

The slowing down of the economy to a paltry 1.7% in 2009 compared to the 7.1% at the end of 2007 due to the spiral effects of the global economic downturn and


the challenges following the 2007 general elections have necessitated innovative thinking on present and future options.

Through the 2009/2010 MTEF budget tabled by the Deputy Prime Minister and Minister for Finance, the Government is implementing an Economic Stimulus Programme (ESP) premised on the need to urgently overcome our socio-economic challenges.

The ESP is a high impact, high intensive programme, that is expected to stimulate economic activity at the local level by creating employment opportunities, spurring entrepreneurial activities and supporting the building blocks that anchor a healthy and educated populace.

The ESP is expected to be implemented within a six month period.

ESP Theme

The ESP theme is - ‘Overcoming today’s challenges for a Better Kenya tomorrow’.

Key Objectives of the ESP
  1. To boost the country’s economic recovery and return the economy back to the envisioned medium term growth path;
  2. To invest in long term solutions to the challenges of food security
  3. To expand economic opportunities in rural areas for employment creation;
  4. To promote regional development for equity and social stability;
  5. To improve infrastructure , quality education and healthcare for all Kenyans;
  6. To invest in the conservation of the environment; and
  7. To expand the access to, and build the ICT capacity of our people in order to expand their economic opportunities and accelerate economic growth.
Stimulus Mapping Project Consultant Objectives
  • Create a Web Application that uses Google Mapping Platform to show progress in implementation of ESP projects.
  • Work with ESP team to maintain, update and improve the Web Google monitoring application.
Specific Objectives
  • Create a Google maps Application Programming Interface (API) for the ESP website.
  • Collect data received and sort on various projects across the country
  • Update data on ESP project implementation on the Google maps Application Programming Interface (API) on a daily basis.
  • Maintain the Google maps Application Programming interface (API) on the ESP website.
  • Continuously train GoK IT personnel on Google maps programming.
Qualifications
  1. A background in Geographical Information System (GIS).
  2. A degree in Mapping or GIS from a recognized University.
  3. Familiarity with Google Maps. Knowledge of how Google maps works will be an added advantage.
  4. Knowledge of Web Development.
  5. Basic knowledge of HTML and Python Language.
Selection
  • Selection will be Qualification Based (QBS)
Contract Period
  • The contract period shall be six months
