Finance Manager - Kenya Vision 2030 Delivery Secretariat Jobs

Kenya Vision 2030 Delivery Secretariat wishes to invite applications from suitably qualified candidates for the position of Manager - Finance.

Purpose of the Job

Reporting to Director General, the Manager will be responsible for functions and activities in areas of Finance to the Secretariat. In addition, the Manager will assist the Director General in providing advice and consultation to the Vision Delivery Board in matters relating to Finance.

Core duties and responsibilities

The duties and responsibilities of the job holder will be:-
  • Develop and install financial management systems, policies, procedures and operating processes in the Secretariat.
  • Provide leadership and technical advice on all matters relating to



    finance and budgeting in the Secretariat.
  • Coordinate banking services, reconciliation and custody of funds as well as preparing reports which summarize financial forecast of incomes and expenditures of funds.
  • Assist the Director General and the Board with the collection, collation and analysis of information and data necessary for the formulation, development, implementation and management of sound financial policies, procedures and practices.
  • Assist the Director General with the preparation of Board papers of Board deliberations and decision-making on matters relating to financial management in the Secretariat.
  • Establish stringent expenditure control procedures to ensure proper authorization of payments and ensuring that any expenditures incurred is supported by payment vouchers and other valid accounting documents and budgetary allocation.
  • Analyze financial information detailing assets, liabilities and capital and preparing financial statements and other reports to summarize current and projected financial position in order to ensure availability of funds to implement planned activities.
  • Implement computerized financial information systems to cover general ledger, job casting as well as fixed assets management register for documenting acquisitions, maintenance, valuation, depreciation, capitalization, replacement and disposal of assets.
  • Monitor and track the utilization of capital and operational expenditure against approved plans and ensure any variances are justified in accordance with approved policies and procedures.
  • Assist the Director General in preparing and delivering presentations regarding proposed budgets to the Board, Treasury officials and donor agencies to clarify financial estimates and gain support for projected budget needs.
  • Review analysis of activities, costs, operations and status of on-going activities within the Secretariat in order to determine progress towards stated goals and objectives and taking the necessary steps to ensure that any deviations are immediately acted upon.
  • Ensure adequate budgetary allocation or sourcing of funds for the Secretariat.
Job Requirements

The job holder is required to posses the following Job Specifications in order to perform the job efficiently and effectively:-
  • Must have at least a Masters Degree in Finance, Commerce, Economics, Business Administration or equivalent from a recognized University or any other institution of higher learning.
  • Must have at least 3 years experience gained at senior management position in Government, Private Sector, Regional or International development organizations.
  • Be professionally qualified member of a recognized professional body such as ACCA, CPA, ICMA, ICPAK.

  • Have ability to maintain professional status, standards and keep abreast with trends in areas of Finance.
  • Have ability to supervise and get along well with the staff in the Secretariat.
  • Have ability to resolve problems in a timely manner, gather and analyze information skillfully, develop alternative solutions, work well in group problem-solving situations and reason when dealing with emotional topics.
  • Have ability to develop and implement performance management systems and procedures, giving clear performance feedback, rewarding desirable behaviours and providing support to professional development efforts linked to strategic objectives.
