Chief of Party - HIV Prevention Program

 Nyeri, Kenya

CMMB seeks candidates for the position of Chief of Party for a potential CDC-funded youth and general population HIV Prevention Program. This individual will report to the Country Director in Kenya.

The candidate will have an ability to provide overall leadership and technical direction of an upcoming multi-million dollar, 5-year CDC-funded HIV Prevention program whose goal is to avert new infections through the support the scale up of a


combination of evidence-based, cost-effective HIV prevention interventions for the general population and youth.

S/he will be responsible for the implementation of all Prevention activities in line with the program’s overall strategy including male circumcision, PMTCT, CT, ART-linkages, and Prevention-with-Positives. S/he or will oversee the adequate implementation of the program by all partners and reach the targeted population in the selected Health Districts.

Responsibilities:
  • Provide overall strategic leadership and vision for the Program.
  • Be responsible for planning, management and implementation of the project.
  • Deploy all resources financial technical, and human in support of the strategies and plans.
  • Liaise with CDC as well as with counterparts from implementing partners, agencies, and organizations to coordinate activities as well as act as the official point-of-contact for the program.
Specific requirements of the role also include:
  • Plan, coordinate and the effective implement and monitor the programs activities, including the collection and dissemination of impact data/evidence for BCC.
  • Ensure multi-sectoral and multi-level approaches to increase the involvement and participation of all potential stakeholders and actors.
  • Ensure program utilizes evidence-based approaches that take into account the dynamics of the epidemic and the context of sub-population groups.
  • Perform regular reviews and align, when needed, the programs strategies and update materials. Promote innovative and effective methods to achieve the adoption of safer behavioral practices by the program target groups.
  • Ensure the access to and monitor the quality of linked biomedical interventions including HIV counseling and testing, male circumcision, utilizing minimum package of prevention services, post-exposure prophylaxis (PEP), and prevention with people living with HIV (PwP).
  • Liaise with line ministries, other Prevention projects, Medias, and other key stakeholders on Prevention practices and policy issues. Eliminate fragmentation or duplication of efforts where possible emphasizing delivery of common messages and utilization of all existing systems for broader coverage.
  • Provide technical capacity building for staff.
  • Other related responsibilities and activities pertaining to the Program as required.
Qualifications:
  • Masters degree in public health or related professional advanced degree.
  • 10+ years experience in public health in developing countries.
  • 8+ years of experience as a country/project director in public health or international development project.
  • Demonstrated experience leading a program of similar magnitude and complexity.
  • Good knowledge of HIV-Prevention and Monitoring and Evaluation methodologies required to illustrate the impact of BCC interventions in developing countries.
  • Experience in launch, planning and managing communication campaigns in both urban and rural areas.
  • Willing to be accountable for results including progress against work plan, financial compliance, and quality-oriented management/communications amongst sub-partners and staff.
  • Experience in working with or knowledge of CDC-supported cooperating agencies, donors, CDC missions, and international counterpart organizations.
  • Excellent interpersonal, presentation and English oral/written communication skills.
