CARE International in Kenya is seeking to recruit dynamic and highly motivated individuals of high moral character and professional integrity to fill the following positions within our Emergency and Refugee Operations (ERO) Programme in Dadaab, North Eastern Province.

1. Construction Coordinator
HRC-2010/3/17

Job Summary:

Reporting to the Administration Manager, the Construction Coordinator will be responsible for all Building, Civil Engineering and maintenance works for CARE projects and premises in Dadaab camps and Dadaab Main Office (DMO).

Major responsibilities involve preliminary surveys/inspection of all


structures with a view of recommending remedial work to be carried upon to the CARE facilities, project planning, drawing of building plans, preparation of BoQs and cost estimate for the work to be carried upon, conduct projects and technical follow-up of project progress.

Ensure that works is done as per drawings, technical specification and to the highest standard.

The construction Coordinator may be seconded temporarily to other sectors for the implementation of projects

Key Responsibilities and tasks:
  • Project planning for construction or rehabilitation works of CARE Kenya’s Refugees Assistance Program’s (RAP) buildings, especially the construction and rehabilitation of classrooms, offices, staff rooms, and other buildings
  • Continuous survey/inspection of the condition of existing buildings with a view of recommending the remedial measure to be carried upon.
  • Supervision & Approval of work done by the contractor/ or sub contractors to ensure work is done as per drawings, technical specification and high quality standard.
  • Carry out survey/inspection on the state of existing buildings or surveys for new projects as requested by sectors
  • Maintains an inventory of fixed assets of CARE Kenya’s RAP in the camps and in DMO and updates the inventory on fixed assets quarterly
  • Prepare preliminary and final cost estimate of material for proposed works
  • Prepares sketches, interprets construction plans and specifications of works
  • Investigates and reports all accidents and injuries in order to determine effective corrective measures
  • Ensure realization of verifiable and timely documentation and reporting for all contract deliverables
Required Skills and Qualifications:
  • BSc. in Civil Engineering or a Higher National Diploma in Building and Civil Engineering from a reputable institution or National Diploma in Building/Civil Engineering.
  • Proficiency in use of Engineering design software in AutoCAD/ArchiCAD is a MUST.
  • Proficiency in project management software’s like MS Project or Primavera Project Planner will be an added advantage.
  • Construction work supervisory experience in building/civil construction or maintenance and repair, supplemented by similar capacity preferably in a camp set-up.
  • Degree or HND holder must have 4 years progressive experience , those with Diploma must have 7 years progressive experience in construction works
  • Effective verbal, presentation and listening communications skills in both spoken and written English language. Excellent knowledge of Kiswahili
  • Posses cultural awareness and sensitivity, be flexible and demonstrate sound work ethics
2. Assistant Officer – Sanitation

Job Summary:

Reporting to the Watesan Officer, the Assistant Officer - Sanitation will be responsible for all the aspects of environmental sanitation and community health in the refugee camp. This will be through enforcement of public health regulations, monitoring and designing of solid waste management systems, community mobilization, training and monitoring of staff.

Key Responsibilities and tasks:
  • Design and facilitate mass awareness campaigns during disease outbreaks in liaison with other stakeholders. Develop training packages for community skill transfer in environmental sanitation and health promotion.
  • Constantly review and analyze performance of existing solid waste systems and suggest improvements required.
  • Promote public health awareness in the markets, slaughter slabs and inspect food animals
  • Monitor refuse collection activities by community through WASH committees and environmental sanitation crew
  • Disease morbidity surveillance (water and sanitation related) and monitor larval activity in the camp
Required Skills and Qualifications:
  • First degree in environmental health/public health or related fields. Diploma holders in any of the above disciplines with 3 years proven working experience in relief/ development work.
  • Must be computer literate
  • Innovative, creative, a team player with good assessment and analytical skills.
  • Excellent written and oral communication skills, good inter personal relations.
  • Must be authorized by the Government to enforce the Public Health Act.
  • Must be culturally sensitive and embrace diversity.
3. Assistant Officer – Hygiene Promotion

Job Summary:

Reporting to the Project Officer - Hygiene Promotion, the Assistant Officer - Hygiene Promotion will implement public health promotion activities within the and in accordance with the public health act.

Key Responsibilities and tasks:
  • Community mobilization and stakeholders’ capacity building on public health promotion using integrated knowledge and skill transfer module.
  • Reinforce behaviour change at household level through case by case counselling on the various domains of hygiene.
  • Develop water and sanitation related diseases’ surveillance and prevention master plan with stakeholders.
  • Organize and execute annual KAP surveys on public health promotion.
  • Plan and implement behaviour change activities on target practices
  • Organize and implement training of trainers (TOT) on hygiene education, awareness and community mobilization.
  • Facilitate child to child learning.
Required Skills and Qualifications:
  • First degree in environmental health/public health or related fields. Diploma holders in any of the above disciplines with 3 years proven working experience in relief/ development work.

Re-Advertisement - Safety and Security Manager

CARE International in Kenya is seeking to recruit a suitably qualified candidate to fill the position of Safety and Security Manager.

Job Summary:

He/She will be responsible for the overall Safety and Security of the Country office and Sub-Offices and for the development and management of all safety and security policies and procedures. He/she will report directly to the Country Director and will provide leadership in the safety and security function through effective organization and team work.

The position is based in Nairobi with significant travel to field sites in Kenya.

Key responsibilities and tasks:
  • Assist in setting the strategic direction of the Country Office and achieving its vision and purpose; lead the development and revision of security policies, procedures and systems.
  • Develop, implement and monitor the Country Office Security Management Plan. Supervise and manage the security staff of the head office, suboffice, and international residences.
  • Carryout physical safety and security assessments of new field offices and residences.
  • Monitor security issues and prepare a weekly Security Report.
  • Provide security briefings to visitors.
  • Liaise with police, NGOs and agencies to gather and disseminate security information.
  • Ensure emergency preparedness, provision of adequate equipment, materials and training in fire fighting, evacuation and first aid.
  • Manage Accident response, and emergencies reported, affecting both CARE staff and property.
Desired qualifications & competencies:
  • Degree in Social Science, Police or Military sciences and a formal security qualification or advanced security management training or its equivalent.
  • 6 years practical field experience in security management position and work experience in an insecure/hostile environment. Work experience in the rank of inspector or captain or above in either the military/police is desirable.
  • Experience and knowledge of personnel and organizational security, threat/risk assessment, security management and security awareness in an insecure environment.
  • Fluent in written and spoken English and Kiswahili.
  • Strong report writing, analytical and interpersonal skills.
  • Effective people management skills, proven training and organizational skills
  • Flexibility and maturity to work well under pressure.
  • Previous security management work experience with INGOs in Kenya/East Africa
  • A certificate of discharge from the armed forces and a certificate of good conduct
