Capacity Kenya is a USAID funded project implemented by IntraHealth International Inc. and partners.

The goal of the program is to strengthen human resources for health systems of the public, faith-based, and private health sectors to ensure improved delivery to primary health care and, ultimately, to improve health outcomes of the Kenyan people.

Senior Health Economist & HRH Policy Advisor 
REF/SHEA/03/2010

The successful candidate will provide technical advice in areas of HRH strategy, costing, projections, cost-effectiveness, and policy management to


the health ministries.

S/he will lead work in HRH topic areas related to planning, budgeting and tracking expenditure in Kenya's health system sector.

The position will be part of senior program management team reporting to the Deputy Program Director.

Key Responsibilities
  • Provide technical assistance to the ministries of health on the interpretation and implementation of HRH strategic plan, and supporting them to align it to the broader public sector HR reforms.
  • Provide technical leadership and advice on the processes of developing the public health sector Annual Operations Plans (AOP) for HRH and apply appropriate analytical tools to guide health policy dialogue and strategy with focus on health system development, health outcomes, financing and human resource.
  • Apply local, regional and global experiences to catalyze dialogues and inform health sector reforms as they relate to Human Resource for Health.
  • Work closely with the Sector Planning Departments of MOH and MOPH ministries to design, conduct and coordinate research in core technical areas related to health policies, budgets and financing as well as areas relevant to the project.
  • Forecast the health outcomes and economic impacts of human resources for health interventions and policies and work with the HR Directorates at the ministries of health to develop cost policy recommendations.
  • Guide Capacity Kenya team on how to align their interventions and programs to the appropriate units and departments with the two health ministries.
  • Provide technical support to ensure improved HRH planning and management expertise within the central health ministries and within provinces.
  • Working from the national HR IS to project workforce requirements, costing for different staffing ratios and identify pre-service training requirements based on attrition.
  • Offer ongoing technical assistance to the secretariat for the National HRH Interagency Coordination Committee to improve its oversight role on HRH Planning and Policy.
Qualifications and Experience
  • Post-graduate degree in health economics and/or health policy.
  • Knowledge of the functioning and dynamics of the government of Kenya with specific emphasis to policy making process.
  • At least 10 years combined experience and competencies in HR system management, health financing and/or health policy and management.
  • Experience in providing advice on health systems and health related policies.
  • Ability to work in teams and cross organizational boundaries.
  • Proven ability to manage/support advocacy and negotiations for policy and budget reforms in the public sector.
  • Knowledge of relevant employment and labor laws applicable in Kenya.
  • Proven ability to handle confidential matters discreetly and to gain the trust and confidence of colleagues and clients.
  • Ability to communicate effectively both in writing and verbally.
Senior Program Manager - Community Health Systems

The successful candidate will provide technical assistance to programs that target communities and local coalitions. S/he will have a key role to design, implement, monitor and evaluate community health prevention initiatives.

Additionally, s/he will be responsible for support to implement the HRH approach for the national Community Health Strategy. The position will be part of the senior program management team reporting to the Deputy Program Director.

Key Responsibilities
  • Provide technical assistance that supports the national design and implementation of the HRH approach to the Level one health workforce.
  • Support the project's work by working with stakeholders to coordinate the implementation of health care systems that target at the lower levels of service delivery.
  • Oversee implementation of the HRH model for the national Community Health Strategy.
  • Provide program leadership that will help work planning, budgeting and reporting processes related to recruitments, deployments, training and management of staff deployed to support level one service delivery.
  • In liaison with Community Health Specialist, design and implement interventions that will address various health workers development needs, including training, supervision, client referrals and reporting structure to adjoining health facilities.
  • As a member of the program team participate in work planning, M&E and reporting results.
  • In collaboration with other partners and stakeholders, identify and design innovative mechanisms on health care financing at community level for sustainability.
  • Engage in operational research to identify gaps and inform policy makers and planners on how community health care delivery can be improved.
  • Support other program areas including but not limited to work meant to strengthen the GFTAM systems, developing training programs/systems, and improving the HRH capacities of identified institutions.
Qualifications and Experience
  • A post-graduate degree in public health or social sciences.
  • Demonstrated knowledge and understanding on the health workforce in Kenya.
  • Solid program management skills with expert understanding on planning, budgeting and reporting processes that focus on programmatic results.
  • At least 10 years experience in working with major donor programs previous experience with USAID and/or PEPFAR-funded programs is an added advantage.
  • Strong interpersonal and communication skills
  • Proven ability to successfully liaise with external stakeholders, including GOK/ MOH.
  • Excellent oral and written fluency in English and Kiswahili
IT and Data Management Specialist - HRIS Program

The successful candidate will support the development and roll-out of the HR IS suite that has been developed for the health sector. The position will report to HRIS advisor based at the ministry of health and will work closely with ministry HR management and HRIS development team.

Key Responsibilities
  • Responsible for customizing, installing and uploading data into HR IS suite at several sites.
  • Provide technical HR IS support and capacity building for MOH HR Managers both at national and sub national levels to enhance sustainability.
  • Provide database administration tasks to ensure optimum performance of the systems
  • Support development and implementation of MySQL databases and data analysis at the sites.
  • Provide HR IS training to MoH staff within HR function and provide technical support to enable the health sector decentralize the use of the HR IS suite.
  • Track and monitor usage of HR IS infrastructure and data sharing procedures and mechanisms.
  • Develop system documents and maintain standard operating procedures.
  • Provide and maintain HRIS system backup and system monitoring solutions.
  • Gather feedback from users and provide additional development/enhancement in liaison with HRIS developers to ensure timely implementation.
  • Liaise with MOH IT department and ensure system availability and any other responsibilities that may be assigned to you.
Qualifications and Experience
  • Bachelors of Science in computer science, information technology from a recognized university or equivalent qualifications
  • At least 3 years relevant work experience in computerised HRIS system development and implementation.
  • Demonstrated knowledge and understanding of HR information systems.
  • In-depth knowledge of Linux and open source technologies "
  • Strong experience in supporting MySQL in a Linux (Ubuntu) environment
  • Proficiency in programming using PHP language and experience with Apache tuning
  • Experience working in data management environment
  • Strong interpersonal and communication skills
  • Ability to develop and implement training programs
